Along Rice Street the right-of-way should be a constant
49.5 feet. Along County Road C the right-of-way should be enlarged from 33 feet to 43
feet.
Also, Jerry Backman of MFRA, the planner for Semper Development LTD, contacted the County
about entrances for Walgreens. We recommend that the entrance point on County Road C be as
far to the West as possible. On Rice Street the first entrance to the South of County Road
C will be limited to right-in/right-out only because the proposed left turn lane median
will prohibit a left turn out of Walgreens. The second entrance to the south of County
Road C will allow for left-out/left-in movements.
Terry Lemke
Senior Design Technician
Ramsey County Public Works
1425 Paul Kirkwold Drive
1
