REQUEST FOR COUNCIL ACTION <br />Date: July 22, 2013 <br /> Item No.: 13.b <br />Department Approval City Manager Approval <br />Item Description: Appoint Members to the Human Rights Commission, Planning <br />Commission, and Police Civil Service Commission <br />B <br />ACKGROUND <br />1 <br />2 <br />Because of recent resignations, the City has vacancies on the Human Rights Commission, <br />3 <br />Planning Commission and Police Civil Service Commission. The City advertised for applicants <br />4 <br />and received eight applications. <br />5 <br />6 <br />On July 15, the Council interviewed the applicants. <br />7 <br />8 <br />Staff notes a trend of fewer applications for vacancies on commissions. For comparison, in 2005 <br />9 <br />Roseville received 28 applications for 10 vacancies. In 2010 the City received 9 applications for <br />10 <br />3 vacancies. Earlier this year, the City received 11 applications for 6 vacancies. <br />11 <br />12 <br />Staff asked several Minnesota cities if they are seeing similar trends. All of the cities reported a <br />13 <br />drop in applications to serve on commissions. One city noted that more people are stepping <br />14 <br />down midterm, and one city is considering reducing the size of their commissions. One city <br />15 <br />reported an increase among youth commission applicants, and another said the numbers have <br />16 <br />started to improve. <br />17 <br />18 <br />Staff also did an internet search on trends in volunteering, and results indicate a shift in how <br />19 <br />people volunteer.
