Attachment C <br />Councilmember McGehee opined that the City’s existing Tree Preservation Policy was <br />not worth the paper it was written on. <br />City Attorney Gaughan questioned if it was appropriate to condition this Preliminary Plat <br />approval on the neighborhood signing off as a way to revise portions of the City’s <br />existing Tree Preservation Ordinance. <br />Councilmember Laliberte suggested that it not be made a condition of the Plat, but ask <br />the City’s Forester to coordinate a time to walk the property with neighbors to get input. <br />Mayor Roe opined that it made sense to involve the City’s Forester. <br />However, Mr. Trudgeon reminded Councilmembers that the City Forester was an <br />employee of the City’s Parks & Recreation Department, and only worked part-time; and <br />if this was a condition for Preliminary Plat approval, it would need to be coordinated with <br />the Parks & Recreation Department to determine if it was possible based on the limited <br />time and resources of the City Forester at this point. <br />Councilmember Laliberte noted a recent appointee with a forestry background to the <br />Parks & Recreation Commission; with Mayor Roe responding that a volunteer couldn’t <br />be required to take time or offer a formal opinion as part of Preliminary Plat approval. <br />Councilmember McGehee expressed her concern in applying conditions to a Preliminary <br />Plat on the fly; and concurred with the suggestion of Councilmember Laliberte. <br />As done in the past, Mayor Roe suggested that the basics for conditions be outlined at <br />this time, and approved at a subsequent time. However, Mayor Roe realized he was <br />addressing findings of fact used for denial of applications, as confirmed by City Attorney <br />Gaughan. <br />Councilmember Willmus spoke in support of language for a condition as outlined by <br />Mayor Roe, for a plan to be developed for screening of vehicle headlights on the roadway <br />from neighbors and property lines. <br />Laliberte moved, Willmus seconded, approval of the proposed Josephine Heights <br />PRELIMINARY PLAT, based on comments and findings of Section 4-6, and <br />amended to include an <br />recommendation of Section 7 of the RCA dated May 20, 2013; <br />additional condition as follows: <br />The developer will provide a plan for screening vehicle headlights from neighbors <br />on the east, west and north sides of the subject parcel; and for screening the east <br />and west property lines. <br />Councilmember Willmus encouraged the developer to work with the neighbors on <br />screening, opining that this was an issue that would become more prevalent in the future <br />throughout Roseville. Councilmember Willmus expressed his appreciation that the <br />developer had met the standard lot size requirements for this infill proposal; and <br />appreciated the ongoing work of the developer with staff on drainage issues. <br />Councilmember Willmus advised that he had the opportunity yesterday afternoon, with <br />the mini-monsoon, to observe the area and runoff, and opined that there was work needed <br />by the City on the south side of Millwood, and from those properties at a certain point <br />draining to the north of the catch basin located in the proximity of 922 Millwood that <br /> <br />
