REQUEST FOR HRA ACTION <br />Date: 02 -19 -13 <br />Item No: 9b <br />Staff Approval: Agenda Section: <br />�74"'Yn" Action <br />Item Description: Roseville Housing Replacement Program (HF 0117) <br />1.0 Requested Action <br />The RHRA should review and discuss the existing Roseville Housing Replacement Program that was <br />amended on June 22, 1998. <br />2.0 Background <br />The City of Roseville acting under the Housing and Redevelopment Authority started a Housing <br />Replacement Program (HRP) in 1996. The program was modeled after Richfield Rediscover program. <br />The program was amended on June 22, 1998 (see attachment A). The purpose of the program was to <br />facilitate the replacement of deteriorating lower value housing on scattered sites throughout the City with <br />larger, higher value housing designed for families. <br />The City over the course of three (3) years had purchased four (4) homes. Three (3) of the lots have new <br />homes built on them, 2100 William, 2190 St. Croix and 2018 Hamline (see attachment B). The 4'h lot <br />is 2668 Lexington and the City of Roseville still owns it. We believe the reason for no new home built <br />on 2668 Lexington is that the City had a redevelopment plan to purchase all of the properties across the <br />street from City Hall on Lexington. <br />When the RHRA was formed in 2002 all housing programs were transferred to the RHRA to manage. <br />There are two options available under the HRP. One is where the City purchased the property, <br />demolished the home and then sold the vacant lot to a builder that needed to meet certain design criteria. <br />The second option was for the City to provide a $10,000 demolition loan to the property owner.
