Regular City Council Meeting <br /> Monday, July 8, 2013 <br /> Page 12 <br /> Recess <br /> Mayor Roe recessed the meeting at approximately 7:45 p.m. and reconvened at approximately <br /> 7:54 p.m. <br /> 10. Presentations <br /> 11. Public Hearings <br /> a. Request to Extend Working Hours for the 2013 Sanitary Sewer Lining Project <br /> City Engineer Debra Bloom provided a brief summary of this requested variance to <br /> extend working hours for the 2013 Sanitary Sewer Lining Project as detailed in the <br /> RCA dated July 8, 2013. Ms. Bloom reported that the project was nearing comple- <br /> tion with seven (7) miles completed and only less than 1 mile left. However, Ms. <br /> Bloom noted that the remaining work was in a difficult area creating the need for a <br /> variance. Ms. Bloom reviewed the breakdown of the two (2) remaining segments, <br /> and based on the traffic congestion at these locations near Rosedale and with area res- <br /> taurants, the contractor was proposing that the work be done after 10:00 p.m.; as well <br /> as the need for the work near Central Park to allow additional time for the liner to <br /> cure due to its significant size. <br /> Ms. Bloom advised that mailed notice had been provided to those in the affected <br /> neighborhood, resulting in only two (2) responses to staff, and once discussions were <br /> held, there appeared to be no remaining concerns with this proposed variance. Ms. <br /> Bloom clarified that the resulting noise beyond that normal quiet time restriction <br /> would consist of running engines and pumps, but not back-up alarms. Ms. Bloom <br /> advised that standard operating procedure would be for a 48-hour notice to affected <br /> residents before work started. <br /> Mayor Roe opened and closed the Public Hearing at approximately 7:58 p.m.; with <br /> no one appearing for or against. <br /> McGehee moved, Etten seconded, approval of a variance to extend the working hours <br /> fro the 2013 Sanitary Sewer Lining project; for the contractor to complete the work <br /> between July 9 and July 18, 2013; and in case of inclement weather, the work will be <br /> completed by July 31, 2013. <br /> Councilmember McGehee advised that similar work had been done in her neighbor- <br /> hood; and she had been impressed with the process and contractors. <br /> Roll Call <br /> Ayes: Willmus; Laliberte; McGehee; Etten; and Roe. <br /> Nays: None. <br /> 12.
