<br />Extract of Minutes of Meeting of the <br />Roseville City Council <br /> <br />Pursuant to due call and notice thereof, a meeting of the City Council of the City ofRoseville, <br />County of Ramsey, Minnesota, was duly held on the 24th day of January, 2000, at 6:30 p.m. <br /> <br />The following members were present: Mastel, Maschka, Goedeke, Kysylyczyn, Wiski <br />and the following members were absent: None <br /> <br />Member Wiski introduced the following resolution and moved its adoption: <br /> <br />RESOLUTION NO. 9737 <br /> <br />A RESOLUTION APPROVING AN AMENDMENT TO THE COMPREHENSIVE PLAN <br />MAP DESIGNATION FROM LB (LIMITED BUSINESS) TO HR (HIGH DENSITY <br />RESIDENTIAL) FOR PROPERTY GENERALLY LOCATED <br />AT 2555 SNELLING A VENUE, CITY OF ROSEVILLE <br />(Sunrise Assisted Living, Inc., PF3159) <br /> <br />WHEREAS, the Planning Commission, at a public hearing held on January 12, <br />2000, received a request from Sunrise Assisted Living, Inc., for Concept consideration of <br />a Residential Planned Unit Development (R-PUD) to redevelop the four (4) acre Knights <br />of Columbus site, generally located at 2255 Snelling Avenue, into a 79-unit, three-story, <br />assisted living care facility; and <br /> <br />WHEREAS, the proposal requires a Comprehensive Plan Map Designation Amendment <br />from Business (B) to High Density Residential (HD) and a rezoning (change in the zoning map <br />designation) from Bl, Limited Business to Residential Planned Unit Development (R-PUD), with <br />an underlying zoning ofR3, General Residential; and <br /> <br />WHEREAS, after the public hearing, the Planning Commission recommended approval, <br />by the City Council, of the proposed Comprehensive Plan Amendment, based on findings as <br />outlined in the staff report dated January 12,2000, as follows: <br /> <br />I.The City's Comprehensive Plan map designates this area for LB (Limited <br />Business). The zoning of the site is BIB (Limited Retail District) and B2 (Retail <br />Business District). A Comprehensive Land Use Plan Map Amendment to HR <br />(High Density Residential) and rezoning to R-3 (General Residence District) is <br />necessary in order to approve of the proposed project. <br /> <br />2. On the existing Comprehensive Plan Map, the property to the west and east is <br />designated LR (Low Density Residential); the property to the north, Rosebrook <br />Park, is designated P (Park); and the property to the south is designated LB <br />(Limited Business) and SC (Shopping Center). <br /> <br />3. On the City Zoning Map the property to the west and east is zoned R-l (Single <br />Family Residential District) and includes existing residences; Rosebrook Park, <br />also zoned R-I, lies to the north; and business uses zoned Bl (General Business <br />District) and SC (Shopping Center District) lie to the south. <br />
