MEMORANDUM <br />To:Parks and Recreation Commission <br />From:Lonnie Brokke <br />Date:July 30, 2013 <br />Tuesday, August 6, 2013 <br />Re: Notes for Commission Meeting on <br />Introductions <br />1. <br />Commissioners and staff will be introduced. <br />Public Comment Invited <br />2. <br />Public participation and public comment is encouraged. <br />Approval of Minutes of the June 4, 2013Meeting <br />3. <br />Enclosed is a copy of the minutes of June 4, 2013.Please be prepared to approve or amend. <br />Requested Commission Action <br />:Approve/amend meetingminutesof June 4,2013. <br />ART MUELLER PARK DEDICATION REVIEWAND RECOMMENDATION <br />4. <br />This Park Dedication item was reviewed by a previousCommissionmakeupin November of 2006. <br />Enclosed are the minutes of that meeting. Due to a number of circumstances, the development <br />never took place. This is coming back to you for review and recommendation because of renewed <br />interest in the property owner and the time that has lapsed. <br />Included in your packet is the planning staff report dated 11/1/2006 for the Art Mueller site at 2201 <br />Acorn Road that outlines the proposed projectin detail.The current proposal is the same. <br />The role of the Commission is to discuss and make a recommendation from a Park Dedication <br />perspective, specifically recommending either land or cash in lieu. The ParkDedication Ordinance <br />is in your packet. <br />Specifically, this is a subdivision proposal where Art Mueller is seeking to subdivide his 1.9 acre <br />parcel into four single family residential lots. The cash amount is 4 units x $3500 = $14,000 vs. the <br />land amountis 10% of 1.9 acres = .19 acre. <br />Art Mueller has indicated if land was recommended that he would not be able to do the <br />development so he is requesting that cash be accepted in lieu of the land dedication. <br />This area is located in constellation J. Thereare no specific plans for a parcel of this size. <br />However, it is in the SW area of Roseville where several strategies in the updated Master Plan <br />have been identified to improve park like amenities in the area, i.e. connectivity, small parcel or <br />large parcel. For reference and guidance, included in your packet is specific information from the <br />Master Plan including the: constellation map, large and small parcel strategies and the goals and <br />policies related to Parks and Open Space Acquisition. <br />Requested Commission Action: <br />To make a recommendation to accept land or cash in lieu of <br />land dedication to satisfy the Park Dedication requirements <br />Park and Recreation Renewal Program Preliminary Plans and General Discussion <br />5. <br />The Parks and Recreation Renewal Program Preliminary Plans for all parks are nearly complete, <br />with the exception of Rosebrook Park, Southwest Roseville and Tamarack Parkwhich will require <br />additional community/neighborhood discussions. <br />The community/neighborhood meetings for the following parks/projects are now complete with the <br />next step to receive your input and consideration fora recommendation to the City Council.
