Proposal for <br />1 <br />Invasives Management and Natural Areas Restoration Program <br />2 <br />2012-2016 Roseville Parks and Recreation Renewal Program <br />3 <br />4 <br />DRAFT 30 July 2013 <br />5 <br />6 <br />As a part of the PRRP, staff is exploring opportunities to expand the concepts initially <br />7 <br />considered for the natural resource enhancements anticipated as <br />8 <br />investment in the parks and recreation system. Management of invasive plants and r <br />9 <br />of natural resource systems and areas remain at the core of the program. However <br />10 <br />believes there is a unique opportunity to more directly engage R <br />11 <br />this effort. <br />12 <br />13 <br />Natural resource enhancements was one of the highest priorities in the 2010 Parks <br />14 <br />and Recreation System Master Plan. Residents consistently noted <br />15 <br />communitys natural areas and as improvements were conceived for <br />16 <br />of parks, they noted the need to take action related to restoration of those areas. As a result, <br />17 <br />the PRRP includes $1.5 million for invasives management and natu <br />18 <br />Through the PRRP, the city engaged Stantec to develop a natural resources program a <br />19 <br />with the PRRP and their work has identified a significant numbernatural resource <br />20 <br />enhancement projects in parks through the community. <br />21 <br />22 <br />Because residents are so committed to the communitys natural re <br />23 <br />of potential projects is significant and comprehensive, staff be <br />24 <br />contracted services may better accomplish the broader goals of t <br />25 <br />important, as a part of implementation of an invasives management and natural areas <br />26 <br />restoration program, staff would seek a consultant/contractor team that could: <br />27 <br />28 <br />organize education and outreach efforts aligned with the program; <br />29 <br />activate and orchestrate volunteer efforts to assist in managing invasives and restoring <br />30 <br />natural areas through the guidance of the consultant/contractor; and <br />31 <br />manage expectations to ensure the communitys understanding of the goals of an <br />32 <br />invasives management and natural resources restoration program. <br />33 <br />34 <br />To accomplish this, staff recommends that the allotted funds be apportioned with the majority <br />35 <br />of available funding directed to a contract that would address i <br />36 <br />natural areas restoration as well as education, outreach, and or <br />37 <br />dollars would be directed to stand alone projects related to o <br />38 <br />developing a fund that could be aligned with grants to allow the <br />39 <br />management and natural resources restoration to accomplish a greater proportion ofthe <br />40 <br />currently defined list of potential projects. <br />41 <br />42 <br />At this point, staff has not determined funding levels for the v <br />43 <br />program. However, staff is interested in exploring with the Natu <br />44 <br />Committee and the Parks and Recreation Commission opportunities <br />45 <br />approach to this part of the Parks and Recreation Renewal Progra Once a more definitive <br />46 <br />approach is defined, staff will offer a recommendation for budge <br />47 <br />commission. <br />48 <br /> <br />
