Commission Recommendation: <br /> Motion by Brodt-Lenz, second by Ristow to accept cash in <br />lieu of land for the Art Mueller subdivision project. Motion passed unanimously. <br />5.DEPARTMENT REVIEW <br />Staff shared a variety of upcoming events and programs. Several that involves our Friends for <br />the benefit of Parks and Recreation: FOR Parks Holiday Home Tour, The Friends of the OVAL <br />nd <br />Foundation 2 Annual Chill Gala, FORHANC Holiday Craft Fair and Judge the Fudge <br />th <br />competition. The OVAL is scheduled to open November 10, program registration for figure <br />skating lessons and the annual ice show and various other program registration are occurring at <br />this time. Staff and Commission encouraged participation. Roseville Parks and Recreation is <br />providing a wide range of services to a broad scope of the community <br />6.PARK DEDICATION FEE DISCUSSION <br />Staff introduced the topic and stated that this is an item that the Parks and Recreation <br />Commission requested to include on the agenda as a result of a park dedication research project <br />conducted by Heather Kilgore, a student at the Humphrey Institute. The purpose was to discuss <br />the existing park dedication fees and the need to potentially adjust. Staff reviewed the existing <br />park dedication ordinance, the fees and the purpose of park dedication. The Commission <br />discussed existing land values, comparable city rates, current infrastructure investment, the need <br />to improve the overall Park and Recreation system and the request by the City Council to <br />identify reasonable ways to raise additional funds to improve and enhance the overall Parks and <br />Recreation System. <br />Commission Recommendation: <br /> After much discussion a motion was made by Ristow, second <br />by Jacobson to increase the residential Park Dedication rate from $1000 per unit to $2000 per <br />unit based on the following rational: <br />The increased use of the Park and Recreation System that is created <br />The surrounding and similar community comparisons <br />The need to preserve our parks and facilities <br />The City Council request to the Parks and Recreation Commission to identify ways to <br />raise reasonable funds <br />The existing investment in the Parks and Recreation System and the need to <br />preserve/enhance that investment <br />The existing land values <br />The quality and the extent of the existing parks and facilities with the need to <br />replace/upgrade/enhance <br />Motion passed with one dissenting vote. Commissioner Stark voted no due to his comfort level <br />of the direct neighboring community data. An amendment to the motion was offered by Stark to <br />revisit the fee on an annual basis and include additional data for directly neighboring <br />community rates. The amendment was accepted. Motion passed 7-1 with Stark voting no. <br />7.DIRECTORS REPORT <br />The Imagine Roseville 2025 Open Space and Recreation Subcommittee continue to look <br />o <br />for input. <br />The Imagine Roseville 2025 Community Life and Civic Engagement Subcommittee are <br />o <br />holding a community input meeting October 18. <br />Imagine Roseville 2025 update: <br />o <br />th <br />November 8 – meeting with the Council and Steering Committee to <br />o <br />review rough compilation, clarify next steps and answer questions. <br /> <br />
