REQUEST FOR COUNCIL ACTION <br /> Date: 08/12/13 <br />Item No.: 7.l <br />Department Approval City Manager Approval <br />Item Description: Consider Approving Joint Powers Agreements with the City of Birchwood <br />Village <br />Page 1 of 2 <br />B ACKGROUND 1 <br />Minnesota State Statute 471.59 authorizes political subdivisions of the State to enter into joint powers 2 <br />agreements (JPA) for the joint exercise of powers that ar e common to each. Over the past several months, 3 <br />the City of Birchwood Village and the City of Roseville have held on-going discussions in regards to the 4 <br />sharing of IP Telephony and IT support services. 5 <br />6 <br />The City of Roseville currently employs eleven full-time employees and one part-time employee to 7 <br />administer the information systems for the City of Roseville and 30 other municipal and governmental 8 <br />agencies. The proposed JPA’s with the City of Birchwood Village is similar to the other agreements in 9 <br />both structure and substance. 10 <br />11 <br />The attached JPA’s have been approved by the City of Birchwood Village and is awaiting approval from 12 <br />the Roseville City Council. 13 <br />P OLICY O BJECTIVE 14 <br />Joint cooperative ventures are consistent with past practices as well as the goals and strategies outlined in 15 <br />the Imagine Roseville 2025 process. 16 <br />F INANCIAL I MPACTS 17 <br />The proposed JPA’s provide non-tax revenues to support City operations. The hourly rates charged to 18 <br />other cities or entities are more than the cost of a City employee; yet substantially lower than could be 19 <br />obtained from private companies – hence the value to other cities is greater. 20 <br />21 <br />There is no budget impact. The presence of the JPA’s al ong with existing revenue sources is sufficient to 22 <br />fund the City’s added personnel and related information systems costs related to the contracted services. 23 <br />S TAFF R ECOMMENDATION 24 <br />Staff recommends the Council approve the attached JPA’s. 25 <br />26
