REQUEST FOR COUNCIL ACTION <br /> Date: 08/12/13 <br /> Item No.:7.f <br />Department Approval City Manager Approval <br />Item Description: Approve Maintenance Agreement for Stormwater Management Facilities between <br />Rice Creek Watershed District and the City of Roseville for M-13-02 County <br />Road D Reconstruction <br />Page 1 of 2 <br />B ACKGROUND 1 <br />County Road D is a Municipal State Aid (MSA) collector street connecting two County State Aid 2 <br />Highways (Lexington Avenue and Victoria Street). The road lies on the municipal boundary between 3 <br />Shoreview and Roseville and jurisdiction of the road is shared by the two municipalities. The 4 <br />reconstruction of County Road D is a cooperative project between the two Cities and the costs 5 <br />associated with design and construction will be split between Roseville and Shoreview.6 <br />Storm water management facilities include catch basins, pipes and an underground filtration system are 7 <br />being constructed within the right- of- way as part of the project. These facilities are necessary to meet 8 <br />Rice Creek Watershed District’s storm water treatment requirements and the City’s Green Infrastructure 9 <br />goals.10 <br />The District requires the installation and maintenance of new storm water management facilities 11 <br />according to the district rules for city public works’ projects, including street reconstruction projects.12 <br />One of the permit requirements is to enter into a Maintenance Agreement covering the maintenance of 13 <br />the new storm water management facilities. 14 <br />P OLICY O BJECTIVE 15 <br />This agreement will cover the storm water management facilities constructed in association with this 16 <br />project. Maintenance of storm water facilities is required by our Minnesota Pollution Control Agency 17 <br />Storm Water Pollution Prevention Permit (SWPPP). It is also consistent with our Public Works Policies 18 <br />to adequately maintain infrastructure. 19 <br />F INANCIAL I MPACTS 20 <br />The Public Works Department is committed to maintaining new facilities when they are installed. This 21 <br />agreement does not increase our level of maintenance over what we would have done without the 22 <br />agreement. 23 <br />S TAFF R ECOMMENDATION 24 <br />Staff recommends that the City Council approve the Maintenance Agreement for Stormwater 25 <br />Management Facilities between Rice Creek Watershed District and the City of City of Roseville for the 26 <br />M-13-02 County Road D Reconstruction. 27
