REQUEST FOR COUNCIL ACTION
Date: 08/12/13
Item No.:7.g
Department Approval City Manager Approval
Item Description: Adopt a Resolution to Accept the Work Completed, Authorize Final
Payment and commence the One-Year Warranty Period on the 2013
Sealcoat Project
B ACKGROUND 1
As part of Roseville’s pavement management program, approximately 12 to 15 miles of City 2
streets are seal coated annually. The primary reason to seal coat an asphalt pavement is to protect 3
the pavement from the deteriorating effects of sun and water. When an asphalt pavement is 4
exposed to sun, wind and water, the asphalt hardens and oxidizes. This causes the pavement to 5
become more brittle. As a result, the pavement will crack because it is unable to bend and flex 6
when exposed to traffic and temperature changes. A seal coat slows this process by providing a 7
new film of asphalt which not only slows down the oxidation process but also helps the 8
pavement to shed water preventing it from entering the base material and creating pot holes. 9
This is a proven maintenance practice that will help extend the life of the pavement and protect 10
the City’s investment. 11
On April 8, 2013 the City Council awarded the 2013 Sealcoat Project to Pearson Brothers, Inc. 12
of Hanover, Minnesota. The contract as awarded was for $214,502.50. 13
The project consisted of the sealcoating of 12 miles of streets throughout the City. 14
P OLICY O BJECTIVE 15
City policy requires that the following items be completed to finalize a construction contract: 16
x Certification from the City Engineer verifying that all of the work has been completed in 17
accordance with plans and specifications. 18
x A resolution by the City Council accepting the contract and beginning the one-year warranty. 19
F INANCIAL I MPACTS 20
The final contract amount, $188,832.50, is $25,670 less than the awarded amount of 21
$214,502.50. This represents a decrease in the contract of 12%. The cost decrease is the result 22
of a reduction in mileage of streets sealcoated. The project, as bid, included the sealcoating of 23
15 miles of street. This mileage was cut back to 12 miles in order for the contract to be within 24
budgeted amount. 25
This project was financed using Street Maintenance dollars. 26
S TAFF R ECOMMENDATION 27
The work that was completed was in accordance with project plans and specifications, staff 28
