REQUEST FOR COUNCIL ACTION <br /> Date: 08/12/13 <br /> Item No.:7.g <br />Department Approval City Manager Approval <br />Item Description: Adopt a Resolution to Accept the Work Completed, Authorize Final <br />Payment and commence the One-Year Warranty Period on the 2013 <br />Sealcoat Project <br />Page 1 of 2 <br />B ACKGROUND 1 <br />As part of Roseville’s pavement management program, approximately 12 to 15 miles of City 2 <br />streets are seal coated annually. The primary reason to seal coat an asphalt pavement is to protect 3 <br />the pavement from the deteriorating effects of sun and water. When an asphalt pavement is 4 <br />exposed to sun, wind and water, the asphalt hardens and oxidizes. This causes the pavement to 5 <br />become more brittle. As a result, the pavement will crack because it is unable to bend and flex 6 <br />when exposed to traffic and temperature changes. A seal coat slows this process by providing a 7 <br />new film of asphalt which not only slows down the oxidation process but also helps the 8 <br />pavement to shed water preventing it from entering the base material and creating pot holes. 9 <br />This is a proven maintenance practice that will help extend the life of the pavement and protect 10 <br />the City’s investment. 11 <br />On April 8, 2013 the City Council awarded the 2013 Sealcoat Project to Pearson Brothers, Inc. 12 <br />of Hanover, Minnesota. The contract as awarded was for $214,502.50. 13 <br />The project consisted of the sealcoating of 12 miles of streets throughout the City. 14 <br />P OLICY O BJECTIVE 15 <br />City policy requires that the following items be completed to finalize a construction contract: 16 <br />x Certification from the City Engineer verifying that all of the work has been completed in 17 <br />accordance with plans and specifications. 18 <br />x A resolution by the City Council accepting the contract and beginning the one-year warranty. 19 <br />F INANCIAL I MPACTS 20 <br />The final contract amount, $188,832.50, is $25,670 less than the awarded amount of 21 <br />$214,502.50. This represents a decrease in the contract of 12%. The cost decrease is the result 22 <br />of a reduction in mileage of streets sealcoated. The project, as bid, included the sealcoating of 23 <br />15 miles of street. This mileage was cut back to 12 miles in order for the contract to be within 24 <br />budgeted amount. 25 <br />This project was financed using Street Maintenance dollars. 26 <br />S TAFF R ECOMMENDATION 27 <br />The work that was completed was in accordance with project plans and specifications, staff 28
