Attachment A <br />ProposaltoCityofRosevilleHRAforBusinessRetention&ExpansionProgram <br />UniversityofMinnesotaExtensionBR&EStrategiesProgram <br />MichaelDarger,ProgramDirector <br />July11,2013 <br />A.!¦¦Œz-“·x­Experience.TheUniversityofMinnesota9ã·;“­zš“x­BR&EStrategiesProgramhas <br />providedBusinessRetention&Expansionresearch,educationandappliedresearchservicesto <br />Minnesotacommunitiessince1990.65+Minnesotacities,counties,orregionshavereceivedapplied <br />researchandconsultingBR&Eservicesfromtheprogram.ThenorthmetrocitiesofCoonRapids,Forest <br />Lake,Hugo,BigLake,VadnaisHeights,Blaine,andIsantihavecontractedwithourprogramtoreceive <br />servicessimilartothosedescribedintheRHRARequestforProposal.Allofthesecommunitiesandthe <br />otherparticipatingcommunitiesaroundMinnesotahaveBR&Ereportslistedonourprogramwebsite. <br />ThesereportsdescribeinfulldetailtheBR&Eprogramsincludingthenamesofbusinessesvisited, <br />volunteertaskforcemembersandthePriorityProjectsthatwerechosen.Theyserveasexamplesof <br />BR&Eprogramssuccessfullyimplemented.Pleasesee <br />http://www1.extension.umn.edu/community/businessretention/reportssurveys/. <br />B.BusinessSurveyExperience.Rosevilleisblessedwithagreatdealofbusinesses.Ofcourse,manyof <br />theseareretailorservicefirmslocatedintheRosedalecomplexornearby.Yettherearemanyother <br />businessesinthecitythatprovidejobs,taxbaseandgoodsorservicesvaluabletothelocaleconomy. <br />eretailorservicefirms,therearetoomanybusinessestotrytovisitwithpersonal <br />Evenexcludingth <br />visits.Therefore,thecityshouldbepreparedtotargetbusinessesdeemedofparticularimportance <br />basedontheaforementionedfactors.TheBR&EStrategiesProgramispreparedtoassistRosevillein <br />thistargetingprocess.UsingproprietarydatabasesthattheU.M.purchasesthroughitslibrarysystem, <br />programstaffwillhelpRosevillecreateaprioritizedlistofbusinessesthatrepresentasample,ifnotall <br />ofthehighprioritybusinesses. <br />ExtensionhasastandardBR&Esurveyinstrumentthatithasdevelopedbasedonmanyyearsandvisits <br />tothousandsofcompaniesinMinnesota.Thesurveywillbeusedintheprogramanduptotwopages <br />ofadditionalquestionscanbeadded,ifdesired.Wedonotrecommenddevelopinganewinstrument <br />forwš­;ÝzŒŒ;x­situation.However,ifdesired,thiscanbedoneforanadditionalfeeof$2,000.This <br />wouldpushthetimelineoutbyabouttwomonthsormore. <br />C.IdentifyingProgramsandResources.ProgramDirectorMichaelDargerbringseconomic <br />developmentexperiencesince1989and,priortothat,businessexperienceandbusinessdegrees.This, <br />inadditiontootherExtensionstaffandE-Ҍ·äx­experienceistheresourcebaseforidentifying <br />programsandresourcesofparticularsuitabilityforRoseville.TheBR&Eprocessitselfiswhatbringsthe <br />appropriateneedsandresourcestogether. <br />hasdirected9ã·;“­zš“x­ <br />D.KeyStaffQualificationsandBackground.ProgramDirectorMichaelDarger <br />BusinessRetentionandExpansionStrategiesProgramsince1999.Michaelhashelpedleadaward <br />winningbusinessoutreachprogramsinHugo,LyonCounty,St.Paul'sMidwayUniversityneighborhood, <br />theCityofFaribault,andSwiftCounty,MinnesotaaswellasinSaskatchewan.Andmanyother <br />communitiesacrossMinnesota.HeteachesacourseonBusinessRetentionandExpansioninYour <br />CommunitythatisdesignedforcityandcountyprofessionalsandboardmembersinMinnesota. <br />MichaelisthepresidentoftheNationalAssociationofCommunityDevelopmentExtensionProfessionals <br />(NACDEP)andhasanMBAfromtheUniversityofMichigan.Seevitaeattachedformoreinformation. <br />7/17/2013 <br /> <br />
