HRA Meeting <br />Minutes –Tuesday, July 16, 2013 <br />Page 6 <br />1 <br />Ms. Kelsey advised that staff had explored other options in the City, with the biggest issue <br />2 <br />being the garden component being the trigger for timing of the Fair for planting season. <br />3 <br />4 <br />Discussion ensued noting that the Parade of Homes occurred in the fall each year; <br />5 <br />improvements for the Fair, even though the current event remains viable; clarification that the <br />6 <br />funding of $30,000 from the HRA for the Communications position came from what was <br />7 <br />originally allotted for the Marketing Consultantand collateral material; the need for the <br />8 <br />Communications position, whether a consultant or employee, to collaborate with and among <br />9 <br />all departments; lack of a similar position in the City at this time and restructuring of the <br />10 <br />existing Communications function with adding the HRA function to it; need for a coordinated, <br />11 <br />consistent message rather than many departments having different slogans and approaches for <br />12 <br />marketing their respective departments and functions; and allowing a much more economical <br />13 <br />and efficient effort, along with that consistent message. <br />14 <br />15 <br />Further discussion included a report from Member Willmus on City Council efforts to look at <br />16 <br />the entire City entity to see how resources could be better utilized; and Ms. Kelsey’s intent for <br />17 <br />continued coordination by the HRA with the City Council on its strategic plan initiatives to <br />18 <br />ensure updates are consistent as the economic development focus continues to allow <br />19 <br />businesses to be aware of the City’s interest in their health. <br />20 <br />21 <br />Member Masche congratulated Ms. Kelsey on the targeted budget dollars in line with and as <br />22 <br />contemplated in the HRA Strategic Plan with funding in place for those initiatives. <br />23 <br />24 <br />At the request of Member Quam, Ms. Kelsey reviewed the $145,000 projected increase in the <br />25 <br />2014 Budget from the 2013Budget, clarifying where those funds would come from; and <br />26 <br />carrying over 2012 and 2013 reserves into the next budget cycle. <br />27 <br />28 <br />10.Information Reports and Other Business (Verbal Reports by Staff and Board Members) <br />29 <br />30 <br />a.Rental Licensing Ordinance Update and Implementation Timing <br />31 <br />Ms. Kelsey provided a status report for rental licensing following discussion with and <br />32 <br />revisions to the first draft by the City Attorney and Building Codes Department. Ms. Kelsey <br />33 <br />advised that she would meet again tomorrow with the City Attorney to finalize those <br />34 <br />provisions, hoping to return to the HRA in August with the revised draft for their review, and <br />35 <br />anticipated approval for recommendation to the City Council and their public hearing process. <br />36 <br />37 <br />b.Business, Expansion and Retention Consulting Agreement <br />38 <br />Ms. Kelsey reported that four (4) proposals had been received, with anticipated action and <br />39 <br />recommendations by the HRA at their August meeting; at which time a presentation by the <br />40 <br />recommended finalist and next steps will be facilitated. <br />41 <br />42 <br />At the request of Member Willmusfor the HRA’s multi-family housing options budget, Ms. <br />43 <br />Kelsey advised that Owasso School site implications at $1.6 were only specific to the north <br />44 <br />portion of the site, as the HRA could not purchase park land, and therefore the recent <br />45 <br />appraisals would have little impact on that budget. <br />46 <br />47 <br />Fall Workshop Schedule <br />48 <br />Reiterating the upcoming HRA sponsored workshops at the Ramsey County Library, Ms. <br />49 <br />Kelsey advised that additional information was available online and could be obtained through <br />50 <br />registering with the Library in their marketing materials, as well as through the City’s Parks & <br />51 <br />Recreation registration options; along with in the City newsletter for fall quarter registration <br />52 <br />information. <br />53 <br />54 <br />Dale Street Project Update <br /> <br />
