<br />2 <br /> <br />above improvements according to the plans and specifications thereof heretofore approved <br />by the City Council and on file in the office of the City Manager. <br />2. The City Manager is hereby authorized and directed to return forthwith to all bidders the <br />deposits made with their bids except the deposits of the successful bidder and the next <br />lowest bidder shall be retained until contracts have been signed. <br /> <br />The motion for the adoption of the foregoing resolution was dilly seconded by Goedeke and upon <br />a vote being taken thereon, the following voted in favor thereof: Wiski, Goedeke, Mastel and <br />Kysylyczyn, and the following voted against the same: none. <br /> <br />Whereupon said resolution was declared dilly passed and adopted. <br />
