At the request of Member Daire, Mr. Lloyd advised th at the revised code requirements did not materially 86 <br />change staff’s recommendation for approval. Mr. Lloy d noted that the proposed st ructure still more than 87 <br />met required setbacks for permanent structures. 88 <br />At the request of Member Daire, Mr. Lloyd advised that, with one exception, all other code requirements 89 <br />for issuing an Interim Use had been met from staff’s perspective. The only outstanding requirement 90 <br />addressed by Mr. Lloyd was included as a condit ion for the applicant to provide a stormwater 91 <br />management plan to address those issues previously noted by City Engineer Bloom for the additional 92 <br />impervious surface; and reiterated that the Use was only permitted for three (3) years. 93 <br />Applicant Brent Thompson; Representing HIH Montessori 94 <br />Mr. Thompson advised that he had nothing to add beyond staff’s report and presentation. 95 <br />Mr. Thompson clarified that HIH currently operated out of the Corpus Christi Catholic Church on Fairview 96 <br />Avenue; and offered a unique school model that continued to experience growth thus creating the need 97 <br />for an interim building that would be torn down after the three (3) years. Mr. Thompson noted ongoing 98 <br />discussions with the City’s Building Official and t heir intent to meet all City Code requirements; and 99 <br />ultimately providing a Site Plan and Building Plan, as well as continuing to work with the City Engineer on 100 <br />stormwater mitigation that would not only address any additional water from this temporary structure, but 101 <br />by creating the infiltration system would also serve to address the larger drainage issue for the City as 102 <br />well. 103 <br />At the request of Member Daire, Mr. Thompson clar ified that the school was independently operated and 104 <br />leased space from the church; had been operating for fi ve (5) years, and were currently in the second 105 <br />year of a three (3) year lease with the church, and continued to have a good relationship. 106 <br />At the request of Member Daire, Mr. Thompson clarifi ed that the church did not operate a school in that 107 <br />location; and the need for additional space for the school was based on the fact that they had taken as 108 <br />much space from the church as available wit hout this temporary structure in the interim. 109 <br />Public Comment 110 <br />Dolores Merrill, 1833 Eldridge Avenue S 111 <br />Ms. Merrill sought clarification from City Engineer Bloo m on the overall drainage issues compared to this 112 <br />proposed use, as detailed in her wri tten comments as referenced previously. 113 <br />Ms. Bloom clarified that the City could only require that the new space for the proposed building did not 114 <br />acerbate the existing situation; and addressed any additional runoff as a result of the additional 115 <br />impervious surface. Ms. Bloom noted that the area would continue to experience the same drainage 116 <br />problems as they currently observed; but the pr oposed project would not make it any worse. 117 <br />Ms. Merrill advised that she had not seen the propos ed drainage plans; with Ms. Bloom offering to 118 <br />personally review them with her, as they had previously discussed by phone last week. 119 <br />Edward Cunningham, 1857 Eldridge Avenue 120 <br />Mr. Cunningham advised that his residence was located directly south of Corpus Christi and the proposed 121 <br />addition. When meeting with Mr. Thompson, Mr. Cunningham advised that he was informed that the 122 <br />building was to be located 6’ from the existing structure to get as close to the building as possible. 123 <br />However, with the requirement for 30’, Mr. Cunningham noted that this would make the building closer to 124 <br />his property and provide less space for the children to play. Mr. Cunningham suggested that the applicant 125 <br />consider placing the temporary structure on the more level ground to the west or north. With the church at 126 <br />a higher elevation than adjacent properties, Mr. Cunni ngham advised that the runoff was significant for 127 <br />those residential properties. Mr. Cunningham adv ised that the comments made by Ms. Bloom about 128 <br />recent meetings with the church had been the firs t he had heard about it, as he had last heard the plans 129 <br />Attachment E <br />Page 3 of 5
