Regular City Council Meeting <br /> Monday,July 22,2013 <br /> Page 30 <br /> Based on a 3% proposed levy increase scenario, Mayor Roe clarified that this <br /> would provide for $245,000 less than the levy limit as previously identified by <br /> Councilmember Etten, funding for the Fire Relief Association contribution <br /> ($80,000) and leaving a small amount of the motion pro spending <br /> de directiontfor st ff on <br /> with. Mayor Roe suggested that part <br /> reserves; and how and whether to use those funds through 2016. <br /> Roe moved, Willmus seconded, directing staff to being forward a City Manager- <br /> recommended budget at the maximum levy limit; and if there remained particu- <br /> lar areas of priority not funded in that levy scenario, including the discretionary <br /> amount of the identified $245,000; a proposal on how to fund that in 2014 to at- <br /> tain sustainable funding in the future; with 2014 projected LGA funding to be <br /> applied to UP funding. <br /> McGehee moved, Willmus seconded, that the difference between the existing <br /> 3% and $430,000 brought forward by Councilmember Etten be taken from re- <br /> serves as proposed by staff(e.g. PERA, healthcare, dispatch, and wage step in- <br /> creases). <br /> Discussion ensued that the additional motion identified that reserves be used spe- <br /> cifically for those items; while Mayor Roe's original direction was for staff to use <br /> reserves for other things as used well; <br /> forwith <br /> funding tho e specific ms was clarifiedhis <br /> preference was that reserves <br /> Councilmember Laliberte noted that there was $35,000 remaining in 2013 funds <br /> from the merit fund. <br /> Mayor Roe opined that staff had sufficient direction under the original motion. <br /> Roll Call (McGehee Amendment) <br /> Ayes: McGehee; Willmus; and Roe. <br /> Nays: Etten and Laliberte. <br /> Motion carried. <br /> Councilmembers Willmus and Etten spoke in support of the motion as amended. <br /> Roll Call (Original Motion as Amended) <br /> Ayes: McGehee; Willmus; Laliberte; Etten; and Roe. <br /> Nays: None. <br /> Recess <br /> Mayor Roe recessed the meeting at approximately 8:53 p.m. and reconvened at approximately - <br /> 9:00 p.m. <br /> 14.
