<br /> City of Roseville <br />2660 Civic Center Drive Roseville, Minnesota 55113 <br />651 -792-70 00 www.ci.roseville.mn.us <br /> 1 <br />TO: Roseville City Council 2 <br />FROM: Patrick Trudgeon, Interim City Manager 3 <br />SUBJECT: Administration Department Reorganization 4 <br />DATE: July 18, 2013 5 <br />For the past couple of months, I have been exploring how best to organize the Administration 6 <br />Department to better be able to provide for the changing needs of the City’s residents and City 7 <br />employees. After research of other cities and conversation amongst staff and input from City 8 <br />Co uncil members, I am reporting back to what I think is the best arrangement of staff within the 9 <br />Administration Department. 10 <br /> 11 <br />Given the extremely limited resources that currently exist and the levy limits in place for 2014, 12 <br />we will need to make the changes cost neutral as much as possible. Exact dollar impacts have 13 <br />not been calculated yet. Once there is agreement on the structure of the Administration 14 <br />Department, a precise cost can be calculated. 15 <br /> 16 <br />Findings 17 <br /> 18 <br />Communications: Currently, 1.60 FTEs are allocated towards communications efforts for the 19 <br />City and are funded from the Communications Fund (non-levy). I would propose we repurpose 20 <br />these positions and funding to create a full-time Communications Manager and a full-time 21 <br />Communications Specialist. (The se positions are tentatively proposed to be partially funded by 22 <br />dollars from the HRA, which currently expends $30,000 annually for marketing efforts. The 23 <br />HRA Board will be considering a proposed budget in August that would allocate those funds to 24 <br />the City to assist the overall communication efforts of the City). A general description of duties 25 <br />for each position is listed below: 26 <br /> 27 <br />Communications Manager 28 <br /> Oversee the strategic communication efforts for all of the City’s operations including 29 <br />marketing, branding, website, newsletter, and assisting in other Department’s 30 <br />communication efforts. 31 <br /> 32 <br />Communication Specialist 33 <br /> Assist Communications Manager in the duties mentioned above in the day-to -day 34 <br />communication efforts of the City. 35 <br /> 36 <br />Full Time Senior Office Assistant Currently the Senior Office Assistant is ¾ time. In my 37 <br />short time in the position, it is quite apparent that additional staff support time is needed, 38 <br />especially as it related to HR functions. In making the position full-time, we will also be able to 39 <br />provide additional customer service and provide additional assistance in Council packet 40 <br />preparation. 41 <br /> 42
