<br />EXTRACT OF MINUTES <br />OF MEETING OF THE ClTY COUNCIL <br />OF THE CITY OF ROSEVILLE <br /> <br />Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of <br />Roseville, County of Ramsey, Minnesota, was du1y held on the 22nd day of May 2000, at 6:30 p.m. <br /> <br />The following members were present: Mastel, Maschka, Wiski, Goedeke and Kysylyczyn <br />and the following were absent: None <br /> <br />Council Member Maschka introduced the following resolution and moved its adoption: <br /> <br />Resolution No. 9772 <br />Resolution Approving a Variance for Off-Street Parking <br />Roseville Lutheran Church, 1215 Roselawn, Roseville (PF3209) <br /> <br />WHEREAS, Section 1013.02 of the Roseville City Code provides for variance requirements <br />in accordance with Minnesota Statutes 462.357, and <br /> <br />WHEREAS, Roseville Lutheran Church has requested a variance from the zoning code to <br />allow completion of a 300 seat area in their worship center balcony, which would necessitate 85 <br />additional off-street parking spaces; the Church has 33 additional spaces and proposes to construct <br />another 27 spaces. The Church is hereby requesting a the variance to not construct 25 parking spaces <br />(which wou1d be used less than 3% of the available hours during a week), but instead to retain the <br />remaining green space on the site; <br /> <br />WHEREAS, the Church is located in an R-l Single Family residential zone and as such is a <br />permitted use, with a required parking ratio of 1 space to 3.5 seats at capacity in accordance with <br />Section 1005.01D2p of the City Code; and <br /> <br />WHEREAS, the City has adopted Best Management Practices for surface water quality and <br />storage. One of the methods of improving water quality and reducing man-made storage pond needs <br />is to reduce the needs for minimally used impervious surfaces, and <br /> <br />WHEREAS, the Church currently has 276 spaces and is requesting the variance to not <br />construct 25 parking spaces, but to retain approximately 7,500 s.f. of green space on the site, and <br /> <br />WHEREAS, the Roseville Planning Commission conducted a public hearing on the request <br />on Wednesday, May 10, 2000, and recommended approval (7-0) of the requested variance contingent <br />upon approval of a City "proof of parking" permit for 25 parking spaces; and <br /> <br />WHEREAS, the Roseville City Council received the Planning Commission's <br />recommendation on Monday, May 22,2000; and <br /> <br />WHEREAS, the Roseville City Council has made the following findings: <br /> <br />1) From a photographic and on-site review of the parking areas, it is clear that the <br />Church already has a large paved area (estimated at over 90,000 s.f. or over 2 acres) <br /> <br />Page 1 of 2 <br />
