<br />EXTRACT OF MINUTES OF MEETING OF THE <br />CITY COUNCIL OF THE CITY OF ROSEVILLE <br /> <br />Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of <br />Roseville, County of Ramsey, Minnesota, was duly held on the 22nd day of May 2000, at 6:30 p.m. <br /> <br />The following members were present: Mastel, Maschka, Wiski, Goedeke and Kysylyczyn <br />and the following were absent: None <br /> <br />Council Member Maschka introduced the following resolution and moved its adoption: <br /> <br />RESOLUTION NO. 9775 <br /> <br />RESOLUTION APPROVING A VARIANCE TO SECTION 1016.22Al <br />(NON-CONFORMITIES) AND SECTION 1016.26Bl (STORM WATER <br />MANAGEMENT) OF THE ROSEVILLE CITY CODE FOR PROPERTY <br />LOCATED AT 391 OW ASSO BOULEVARD SOUTH. <br /> <br />WHEREAS, Section 1016.22Al (Non-Conformities) stipulates that non-conformities can <br />continue but are subject to applicable State Statutes and City Ordinance regarding alterations, repair <br />after damage, discontinuance of use, and intensification of use; and <br /> <br />WHEREAS, Steve and Kristin Youngquist propose to redevelop the current parcel with a <br />new single family home; and <br /> <br />WHEREAS, a buildable pre-existing non-conforming lot of record must have a minimum <br />lot width of70 feet (70% of the standard 100 foot wide shore land lot); and <br /> <br />WHEREAS, the Youngquist lot is a pre-existing lot of record with 40 feet of ftontage along <br />Lake Owasso and does not meet the 70% requirement; and <br /> <br />WHEREAS, Section 1016.26Bl (Storm Water Management) requires all single-family lots <br />within the Shoreland Management District to have no more that 25% impervious site coverage; and <br /> <br />WHEREAS, impervious area is determined by calculating the total square footage of roof, <br />sidewalk, patio, and driveway areas; and <br /> <br />WHEREAS, the Youngquist lot is 6,690 square feet in size that allows for an impervious <br />area of 1,672 square feet; and <br /> <br />WHEREAS, the former home and site had an impervious calculation of 2,617 square feet <br />or 39%; and <br /> <br />WHEREAS, the proposed site improvements would create impervious area of 2, 160 square <br />feet or 32% of the parcel area and a 7% variance; and <br /> <br />1 <br />
