BACKGROUND ON <br />AGENDA ITEM *6C <br />PREPARED BY CHAIR <br />G REFENBERG <br />SEPTEMBER 1 19 2013 <br />REGARDING ASSEssmENT <br />OF COUNCIL FEEDBACK <br />ON HRC WORK PLAN <br />September 18, 2013 <br />Item 6.c <br />HUMAN RIGH'T'S <br />COMMISSION <br />MEETING <br />OF <br />SEPTEMBER 18, 2013 <br />As reported to the Commission and included in our August 12th presentation to the Council under <br />the heading Issues for Discussion with City Council, there was the following policy statement: <br />2) In order to be sustainable the Commission needs to better prioritize its work, and if possible <br />confirm that those priorities conform to the Council's expectations <br />Purpose: This September 18th agenda item is intended to allow the Commission to assess and <br />determine whether our Work Plan priorities conform to the Council's expectations as expressed at <br />our joint meeting with them on August 12th <br />Chair's Recommended Conclusion: Based upon my observations at our joint meeting with the <br />Council, reinforced by watching it again, it is my understanding that none of the items noted in our <br />Work Plan for 2013 -2014 are not in conformance with the Council's expectations. <br />At our next Commission meeting on September 18th, the full Commission will assess the Council's <br />reaction to our Work Plan as presented, and determine whether there should be any revisions to <br />our Work Plan necessary because the Council opposed any Plan components or because there <br />was little or no Council support. <br />In order to facilitate our discussion and determine whether the Commission concurs with my <br />Conclusion noted above, I have attached the adopted City Council's minutes for our joint meeting, <br />as well as reproduced below that Work Plan and Items for Discussion with City Council as <br />presented to the Council on August 12th: <br />Work Plan Items for 2013 -2014 <br />[Items 1 -7 are adopted from the 2013 -2014 Strategic Plan approved last spring by the HRC and updated on <br />July 8th in preparation for joint meeting with Council. This is a preliminary list since we hope to gain input <br />from the Council as well as other community leaders, especially those of ethnic minorities.] <br />1) Whenever possible enlist others in the work of the Commission as exemplified by the <br />planning for last spring's dialogues. <br />2) Continue working with neighboring Cities and Roseville groups and organizations, to <br />sponsor and /or co- sponsor various initiatives relative to our purpose and mission. <br />3) Develop and expand a communication network, such as a media site or List -Serve of <br />Roseville residents, organizations, businesses, and churches. <br />4) When participants agree and when feasible televise HRC events so as to make <br />programs /events more accessible to the Roseville community. <br />5) Develop programs to encourage and assist in the development of neighborhood <br />groups, forums, and networks in order to provide residents with a sense of belonging <br />and facilitate effective citizen engagement. <br />6) Build upon current programs and diversity dialogues with a focus on local and state <br />issues to encourage recognition and respect for civil and human rights, and mutual <br />understanding and appreciation of the community's diversity. <br />a. A diversity program currently planned is a `Culture Fest' to highlight the many <br />cultures present in our City. <br />b. Communicate with ethnic minorities by engaging with their leaders to determine <br />what are their priorities and issues. <br />
