Even though that <br /> budget scenario didn't materialize, Councilmember Laliberte advised that she <br /> would continue to support a flat levy budget as stated in July of this year. <br /> Since the City Council was at the preliminary phase of setting this levy and only <br /> starting discussions that would continue through the remainder of the year, Coun- <br /> cilmember Willmus advised that he could support the amendment. <br /> Mayor Roe stated that he would not support the motion. As a member of the CIP <br /> Task Force having made the recommendation for an annual CIP funding at <br /> $225,000, Mayor Roe advised that he was comfortable knowing that funding was <br /> reduced in 2014 as proposed in the CIP Task Force recommendation, opining that <br /> the delay would not set the fund up for a disaster in future years. <br /> Councilmember Willmus recognized Mayor Roe's comments, opining that he had <br /> swayed his original thoughts. <br /> Councilmember Etten noted that this put another $50,000 in 2015, totaling <br /> $400,000; and questioned if this had that assumption built into it, with Finance <br /> Director Miller responding that it did include that assumption. <br /> • <br /> In writing off$450,000 this year, Councilmember Etten opined that this made the <br /> 2015 levy even larger; and questioned how the City could win long-term with this <br /> one-year deal creating a harder hit in 2015; further opining that it didn't make <br /> sense to him to budget in that manner. <br /> Councilmember McGehee concurred that it didn't make sense, and further ex- <br /> pressed her lack of understanding in the remark made by Mayor Roe. Coun- <br /> cilmember McGehee opined that if the City Council made a commitment, and <br /> what was the point of government commitments if they were not supported just <br /> two years and development and one year after reaffirmation. <br /> In response, Mayor Roe reiterated comments he'd made several meetings ago to <br /> which Councilmember McGehee had also objected, opining that the City was on- <br /> ly sustainable by the amount the City Council policy decisions made for building <br /> and pathway spending. Mayor Roe clarified that the plan recommended by the <br /> CIP Task force and adopted by the City Council several years ago, as well built <br /> upon and reaffirmed last year required an annual review of 20-year projections.. <br /> Mayor Roe advised that he had recently performed his own analysis and was pre- <br /> paring a report for the City Council and public for presentation in the near future, <br /> supporting that the proposed 2014 funding would not significantly or negatively <br /> impact the CIP. <br />
