HRA Meeting <br />Minutes Tuesday, August 13, 2013 <br />Page 11 <br /> <br />1 <br />2 <br />just to make sure they were being responsible rental property owners. <br />3 <br /> <br />4 <br />5 <br />policies. <br />6 <br /> <br />7 <br />Mr. Jones clarified that his firm was a member of the Minnesota Multi-Family Housing <br />8 <br />Association. <br />9 <br /> <br />10 <br />Lisa Peilen <br />11 <br />Ms. Peilen advised that screening basics for rental property owners was but one of many class <br />12 <br />13 <br />Landlord/Tenant law, a property owner was required to perform a background check if they <br />14 <br />charged an application fee, with that including a written outline of criteria provided to <br />15 <br />prospective tenants. <br />16 <br /> <br />17 <br />Member Lee advised that she had taken several of the class offerings provided by the <br />18 <br />cerns <br />19 <br />20 <br />written Fair Housing policy in place, including background checks and other criteria. <br />21 <br /> <br />22 <br />Mr. Jones <br />23 <br />Mr. Jones noted that the cost of filing an unlawful detainer in Ramsey County was $4,000 and <br />24 <br />therefore very prohibitive; incenting negotiations with a tenant to avoid eviction while solving <br />25 <br />the problem. Mr. Jones opined that to simply make a blanket statement, as proposed in current <br />26 <br />ordinance language, was difficult in the rental property industry. <br />27 <br /> <br />28 <br />At the request of Member Willmus, Ms. Kelsey advised that staff would perform additional <br />29 <br />30 <br />City Attorney on that section. Ms. Kelsey also confirmed, at the request of Member Willmus, <br />31 <br />that the requirement of a local agent, was included throughout the seven (7) county <br />32 <br />metropolitan area. <br />33 <br /> <br />34 <br />At the request of Member Quam, Ms. Kelsey verified that the appeal process in the proposed <br />35 <br />ordinance had been vetted by the City Attorney and consistent with other applicable City of <br />36 <br />Roseville ordinances. <br />37 <br /> <br />38 <br />Motion Lee/Masche all aye <br />39 <br />Recommend to cc with comments with comments gathered tonight <br />40 <br />Motion: Member Lee moved, seconded by Member Masche to forward to the City <br />41 <br />Council the draft ordinance for their review of Chapter 908 Rental Licensing for Multi- <br />42 <br />family Rental Properties of Five (5) or more Units (Attachment A); <br />including revisions <br />43 <br /> for the purpose of initiating the adoption process. <br />44 <br /> <br />45 <br /> Ayes: 6 <br />46 <br />Nays: 0 <br />47 <br />Motion carried. <br />48 <br /> <br />49 <br />Chair Maschka thanked audience members for their attendance and comment. <br />50 <br /> <br />51 <br />Specific to the problem property on Lovell, Member Willmus suggested that Mr. Schlueter <br />52 <br />contact the Roseville Police Chief directly; and to keep the line of communication open <br />53 <br />regarding this ongoing problem. <br />54 <br /> <br />55 <br />d.
