Approve Payments <br /> Councilmember Willmus advised that he had requested removal of the list of <br /> payments, as there was a payment related to property his father owned on Ham- <br /> line Avenue, and he wanted to recuse himself from voting on that particular item <br /> to avoid any perceived conflict of interest. <br />
