Action taken on a Al <br />conditional use proposal is quasi - judicial; the City's role is to determine the facts <br />associated with the request, and apply those facts to the legal standards contained in State <br />Statute and City Code. <br />1.0 REQUESTED ACTION <br />The Woof Room seeks approval of a zoning text change and conditional use to <br />facilitate plans to establish a dog day care and boarding facility with an outdoor area for <br />the animals within 100 feet of a residential property. <br />2.0 SUMMARY OF RECOMMENDATION <br />2.1 Planning Division staff concurs with the recommendation of the Planning Commission to <br />pass an ordinance amending the zoning code as proposed, pursuant to Title 2 <br />(Commissions) and Title 10 (Zoning) of the City Code; see Section 9 of this report for the <br />detailed recommendation. <br />2.2 Planning Division staff concurs with the recommendation of the Planning Commission to <br />adopt a resolution approving the proposed conditional use with certain conditions, <br />pursuant to Title 10 (Zoning) of the City Code; see Section 9 of this report for the detailed <br />recommendation. <br />PF 13 -015 RCA 102113 . doc <br />Page 1 of 6 <br />
