Action taken on a Al conditional use proposal is quasi - judicial; the City's role is to determine the facts associated with the request, and apply those facts to the legal standards contained in State Statute and City Code. 1.0 REQUESTED ACTION The Woof Room seeks approval of a zoning text change and conditional use to facilitate plans to establish a dog day care and boarding facility with an outdoor area for the animals within 100 feet of a residential property. 2.0 SUMMARY OF RECOMMENDATION 2.1 Planning Division staff concurs with the recommendation of the Planning Commission to pass an ordinance amending the zoning code as proposed, pursuant to Title 2 (Commissions) and Title 10 (Zoning) of the City Code; see Section 9 of this report for the detailed recommendation. 2.2 Planning Division staff concurs with the recommendation of the Planning Commission to adopt a resolution approving the proposed conditional use with certain conditions, pursuant to Title 10 (Zoning) of the City Code; see Section 9 of this report for the detailed recommendation.
