IPCOV Attachment C <br />04, kle 4 14* %1 A', 10 0141%, 1# <br />Dear Roseville Planning Commission and City Council, <br />Enclosed are our applications for a conditional use permit and a zoning text amendment change for <br />the re- location of our dog daycare and board facility, The Woof Room. The new location is 2025 Rice <br />Street. <br />Currently, 2025 Rice Street is zoned community business - and is designated as such on the <br />comprehensive plan. Our indoor use is a permitted use within the zoning without the need for a <br />conditional use permit. The reason for our application is that we wish to continue to have an <br />outdoor play area - as we have had in our current location at 1430 County Read C. An outdoor area <br />is an important element on our services. An outdoor play area is allowed in a Community Business <br />zoning district - with a conditional use permit. <br />Currently, there is an existing, non - confirming house directly adjacent to 2025 Rice Street (the <br />house is zoned Community Business). As the code is presently written, Roseville cannot approve ar <br />conditional use application for an outdoor component of a dog boarding facility if that outdoor area <br />is within 100 feet of a propel in residential use -- including an existing, nonconforming house on a <br />Community Business property. <br />As such, we are also seeking a change to the zoning text. We propose an amendment allowing an <br />outdoor area to be ithin 100 feet of properties in residential use if 100% of the residential o wners <br />of those affected properties offer signatures in support for an application that would place the <br />outdoor area within 100 feet of their property. <br />Doren Hocl emeyer, owner of the lone residential (non - conforming) property within 100 feet of the <br />proposed outdoor play area, is fully supportive of our business and is in full support of our <br />proposed outdoor play area.
