1 <br />2 <br />3 <br />4 <br />5 <br />6 <br />7 <br />8 <br />9 <br />10 <br />11 <br />Rlj�bsEvffifE <br />Request for Council Action <br />Department Approval <br />Date: 10/21/2013 <br />Item No: 7.d <br />City Manager Approval <br />Item Description: Consider JPA with Ramsey County Violent Crime Enforcement Team <br />12 BACKGROUND <br />13 In 2005 the County of Ramsey, cities of St. Paul, Maplewood, White Bear Lake and Roseville formed a <br />14 joint task force for the purpose of more efficiently and effectively enforcing controlled substance laws and <br />15 investing and prosecuting their related crimes, especially felonies that have the likelihood of being related <br />16 to the distribution of narcotics and /or other cases that have an impact on both parties. The task force was <br />17 called the East Metro Narcotics Task Force. The JPA was amended in 2007. <br />18 <br />19 In January of 2010, the East Metro Narcotics Task Force became the Ramsey County Violent Crime <br />20 Enforcement Team (VCET). As that time VCET was to comply with all requirements for VCETs that are <br />21 established by the State of Minnesota. <br />22 <br />23 The current Task Force members are Ramsey County, the City of Saint Paul, the City of Maplewood, the <br />24 City of Roseville, the city of New Brighton and the City of White Bear Lake. <br />25 PROPOSED ACTION <br />26 Members of the East Metro Task Force through the formation of the task force, can more efficiently <br />27 enforce controlled substance laws, and the investigation and then prosecution of the related crimes- <br />28 especially felonies. <br />29 <br />30 The JPA signed in 2005, 2007 and 2010, along with the current JPA have been reviewed and authorized by <br />31 the City Attorney. <br />32 <br />33 FINANCIAL IMPLICATIONS <br />34 Not applicable. <br />35 STAFF RECOMMENDATION <br />36 Allow the police department to accept and abide by the terms of the Agreement and authorize the Mayor, <br />37 Interim City Manager, City Attorney, Finance Director and Chief of Police to sign the document. <br />38 COUNCIL ACTION REQUESTED <br />39 Allow the police department to accept the terms of the Agreement and authorize the Mayor, Interim City <br />40 Manager, City Attorney, Finance Director and Chief of Police to sign the document. <br />41 <br />Prepared by: Chief Rick Mathwig <br />Attachments: A: 2013 JPA <br />
