Attachment A <br />EXTRACT OF MINUTES OF A MEETING OF THE <br />CITY OF ROSEVILLE <br />Pursuant to due call and notice thereof, a regular meeting of the City of Roseville, County of Ramsey, <br />Minnesota, was duly called and held at the City Hall on Monday, the 28th day of October 2013, at 6:00 <br />p.m. <br />The following members were present: <br />and the following were absent: <br />Councilmember introduced the following resolution and moved its adoption: <br />RESOLUTION NO. <br />AUTHORIZING APPLICATION <br />FOR THE TAX BASE REVITALIZATION ACCOUNT <br />WHEREAS the City of Roseville is a participant in the Livable Communities Act's Housing Incentives <br />Program for 2013 as determined by the Metropolitan Council, and is therefore eligible to make <br />application for funds under the Tax Base Revitalization Account; and <br />WHEREAS the City has identified a clean -up project within the City that meets the Tax Base <br />Revitalization account's purposes and criteria and are consistent with and promote the purposes of the <br />Metropolitan Livable Communities Act and the policies of the Metropolitan Council's adopted <br />metropolitan development guide; and <br />WHEREAS the City has the institutional, managerial and financial capability to ensure adequate project <br />administration; and <br />WHEREAS the City certifies that it will comply with all applicable laws and regulations as stated in the <br />contract agreements; and <br />WHEREAS the City finds that the required contamination cleanup would not occur through private or <br />other public investment within the reasonably foreseeable future with Tax Base Revitalization Account <br />Grant funding; and <br />WHEREAS, the City represents that it has undertaken reasonable and good faith efforts to procure <br />funding for the activities for which Livable Communities Act Tax Base Revitalization Account funding <br />is sought but was not able to find or secure from other sources funding that is necessary for cleanup <br />completion and states that that this representation is based on the following reasons and supporting <br />facts: <br />• There is no requirement for clean -up given its current use as a trucking facility. <br />Page 1 of 3 <br />
