DRAFT Regular City Council Meeting <br /> Monday, October 21,2013 <br /> Page 13 <br /> Finance Director Miller sought clarified if the motion currently on the table ac- <br /> cepted the definition of retail as anywhere that sold tobacco products as defined in <br /> City Code; or just sampling in vaping and other lounges. <br /> Mayor Roe confirmed that sampling would apply to any retail establishments in- <br /> volved in the sale of these products;based on its location in Chapter 3, noting the <br /> broad framework of where this is in the Code. <br /> Roll Call <br /> Ayes: McGehee; Etten; and Roe. <br /> Nays: Willmus and Laliberte. <br /> Motion carried. <br /> 9. Presentations <br /> a. Quarterly Joint Meeting with HRA <br /> Mayor Roe welcomed HRA members presented who included Chair Dean Mas- <br /> chka, Bill Majerus, Vicki Lee, Susan Elkins, and Kelly Quam. <br /> Dale Street Redevelopment <br /> Interim City Manager Trudgeon recognized inclusion of a revised Attachment B, <br /> entitled "Dale Street Redevelopment — Summary of Proposals dated October 16, <br /> 2013; noting that the difference was in the second column clarifying additional fi- <br /> nancial assistance and waiver of fees in response to questions regarding waiver of <br /> park dedication fees, with that line now removed; as well as changes to any city <br /> subsidy reflected accordingly. <br /> Chair Maschka noted the main topic for tonight being the Dale Street Redevelop- <br /> ment and the three proposals recently received; with the HRA seeking feedback <br /> from the City Council before the HRA pursued any ideas. Chair Maschka advised <br /> that the HRA's intent was to select someone by the November 2013 HRA meet- <br /> ing if feasible. <br /> Having attended all neighborhood sessions, Councilmember McGehee opined that <br /> she found the Greater Minnesota Housing Corporation (GMHC) best represented <br /> the wishes expressed by the neighborhood and most closely matched the wishes <br /> of the community with a housing product not currently available, and provided a <br /> new enterprise or process for Roseville to try. Councilmember McGehee opined <br /> that the other proposals and their many scenarios came back wanting more density <br /> and without adequate parking for an owner-occupied product. Councilmember <br /> McGehee noted the good participation from the community for all three sessions, <br /> with interested engagement overall; and opined that she was very happy that the <br /> GMHC proposal so closely aligned itself with those fully-expressed interests from <br /> residents. <br />
