RLjAse�f h� <br />REQUEST FOR COUNCIL ACTION <br />Date: 11/18/13 <br />Item No.: 14.b <br />Department Approval City Manager Approval <br />Item Description: Consider Participation in Met Council Grant Program for Private Sewer <br />Laterals <br />1 BACKGROUND <br />2 The Metropolitan Council was awarded funds from the last bonding bill at the state legislature for <br />3 a private sewer lateral grant program to help with the reduction of Inflow and Infiltration (I &I). <br />4 One million dollars was appropriated in Clean Water Fund monies for grants to homeowners for <br />6 replacement of sanitary sewer services. Homeowners would be eligible for one third of the <br />6 replacement costs, up to $2000. Cities with a history of excessive I &I are eligible to participate in <br />7 this program, including Roseville. The City of Roseville would need to submit an application and <br />8 enter into an agreement with Met Council to participate in the grant program. The city would then <br />9 serve as the grant administrator for Met Council. Staff would like to discuss this opportunity for <br />lo residents to receive cost share under this program. We are attaching the information we recently <br />11 received from Met Council regarding the program. (Attachment A) We have had some inquiries <br />12 from residents as to whether the city is participating after a news article was published on the new <br />13 program. <br />POLICY OBJECTIVE <br />The city is required to limit inflow and infiltration into its sanitary sewers under Met Council <br />regulation. Reducing I &I lowers costs for treatment and reduces sewer rates. <br />17 FINANCIAL IMPACTS <br />18 This program has the potential to help reduce sanitary sewer costs. It is also a benefit and incentive <br />19 for reinvestment in residential properties in the City of Roseville. The Council could consider any <br />20 additional city incentive it may want to add to this program as recommended by Met Council. <br />21 STAFF RECOMMENDATION <br />22 Staff recommends the City Council consider participating in this grant program to homeowners. <br />23 Any reinvestment in the private sewer laterals compliments the capital investment the city has <br />24 committed to in the sanitary sewer system. <br />25 REQUESTED COUNCIL ACTION <br />26 Approval of a resolution authorizing participation in the Met Council sewer lateral grant program. <br />27 <br />28 Prepared by: Duane Schwartz, Public Works Director <br />Attachments: A: Program summary <br />B: Resolution <br />Page 1 of 1 <br />
