Human Rights Commission Minutes <br />September 18, 2013 <br />Page 3 of 9 <br />Chair Grefenberg moved and Commissioner Singleton seconded a motion to approve the <br />Program Planning Committee pursuing a Community Conversation with Immigrants Forum to <br />be held in November with the expense not to exceed $300. Motion passed unanimously. <br />Immigration Reform Forum on August 20: Chair Grefenberg discussed the Immigration <br />Reform Forum that was held on August 20, sponsored by the two local DFL Senate district <br />organizations. He was pleased with the focus and discussion of the forum. <br />Commissioner Thao agreed, indicating that she had also attended this forum and was of the <br />opinion that the presenters provided a great deal of educational information. She commented the <br />current federal law was discussed along with proposed changes. She estimated that 60 people <br />were in attendance at the Forum. <br />Grefenberg noted that he had also contacted the local Republican organization and offered to <br />cooperate on similar programs with them. He concluded his report on this event by noting that <br />the event organizers had agreed to provide to the HRC the contact information of the Roseville <br />residents who had attended. He asked staff liaison Carolyn Curti to pursue getting that <br />information; Commissioner Kaying also indicated she could assist in getting that information as <br />well. <br />Report on September 6th Meeting with Karen Leadership (KOM): Chair Grefenberg <br />discussed how the HRC could welcome the Karen community to the City of Roseville. He <br />indicated that he and Commissioner Groff attended a meeting on September 6 with the Karen <br />leadership. He requested comment from the Commission on how to address the comments <br />gathered from this meeting. He anticipated that collaborating with the Karen community would <br />become an important HRC initiative and not a single one -time event or program. <br />Commissioner Groff thanked Chair Grefenberg for the background report and meeting summary <br />he wrote on the Karen Community. He indicated the Karen community was seeking fair <br />treatment from the school district and with housing. Several examples were discussed with the <br />Commission. <br />[A copy of the report and meeting summary can be found in the meeting packet on file on the City's web <br />site. The Meeting Summary listed the following "eleven possible items the HRC and KOM could <br />collaborate on". as follows: <br />1. Participate in the September 16 City Council meeting discussion on rental registration. KOM will <br />work on a position paper and likely have someone present their thoughts at the meeting. (This <br />may mean looking at the bigger housing picture.) The HRC could be present to support the <br />Karen representative and possibly raise some of the other issues raised at today's meeting. <br />2. Youth Commissioners: a) Invite Karen youth to meet with youth commissioners to discuss ways to <br />collaborate. b) Encourage Karen youth to apply for a commission appointment in 2014. <br />3. Work with Kaying Thao to facilitate a conversation between school leaders and members of the <br />Karen community, to air concerns and look for solutions. <br />4.
