HRA Meeting <br />Minutes –Tuesday, October 15, 2013 <br />Page 2 <br />1 <br />of the HRA and City Council, at which time a matrix would be made available showing and comparing <br />2 <br />each component from each of the proposers; with a follow-up held by staff and the developers on <br />3 <br />October 22, 2013; and then on November 19, 2013, the next monthly HRA meeting, more public input <br />4 <br />would be received after everyone had time to better absorb theproposals. Chair Maschka advised that <br />5 <br />the public was encouraged to provide additional input at anytime during the process and invited them to <br />6 <br />also attend the joint meeting of the HRA and City Council, the HRA meeting, and/or provide input to <br />7 <br />individual members and/or staff at anytime during the process as well. Chair Maschka advised that the <br />8 <br />HRA may or may not be prepared to make a recommendation for a preferred developer at their <br />9 <br />November meeting; however, he noted there were many aspects that remained pending, especially the <br />10 <br />complexity of the financial component, as well as a number of related issues regarding the intensity or <br />11 <br />density of the development itself. <br />12 <br />13 <br />Chair Maschka asked that each developer make their presentation, at which time they could then leave <br />14 <br />the meeting room. Chair Maschka advised that a copy of each presentation was also available in the <br />15 <br />back of the Chambers, and was available on the City’s website as well. <br />16 <br />17 <br />Greater Metropolitan Housing Corporation(GMHC–501c(3) nonprofit corporation) <br />18 <br />15 South Fifth Street, Suite 710; Minneapolis, MN <br />19 <br />Carolyn Olson, President of Greater Metropolitan Housing Corporation (GMHC) <br />20 <br />Ms. Olson briefly introduced the GMHC team presenting; and thanked the HRA for allowing them to <br />21 <br />make this proposal and answerquestions following the proposal. <br />22 <br />23 <br />Bill Buelow,Director of Construction with GMHC <br />24 <br />Mr. Buelow advised that he had attended all of the CDI meetings and heard comments expressed by <br />25 <br />residents and their preferences; and reviewed his familiarity with the Cityof Roseville; as well as the <br />26 <br />other twenty-nine projects already located within the Roseville area. <br />27 <br />28 <br />Todd Rhoades, Architect with Cermak Rhoades Architects <br />29 <br />Cermak Rhoades Architects;275 E Fourth Street, Suite 800;St. Paul, MN 55101 <br />30 <br />Mr. Rhoades reviewed the GMHC proposal and site plan for a mix of single-story senior components <br />31 <br />along Dale Street, 2.5 story townhomes and detached homes, as detailed in their proposal dated <br />32 <br />September 26, 2013. Highlights included twenty-nine green, sustainable, single-familyhomes <br />33 <br />consisting of 12 two-story single-family homes set in a court style configuration; 8 single level <br />34 <br />accessible senior homes; and 9 townhomes. Mr. Rhoades noted that each unit would have a dedicated <br />35 <br />outdoor space(e.g. porch, patio, and/or balcony); with shared courtyardsand sidewalks throughout with <br />36 <br />the goal of encouraging neighborhood connectivity; and rain gardens created to capture storm water <br />37 <br />runoff and create abuffer between existing homes in the neighborhood. <br />38 <br />39 <br />At the request of Member Quam,Mr. Rhoades addressed the location proposed for stormwater <br />40 <br />management in the back of the project area, based on the pedestrian-oriented green space and units <br />41 <br />accessed behind with two-car garages, with amenities possibly including rain gardens as part of that <br />42 <br />area, depending on storm water requirements. Mr. Rhoades reviewed proposed landscaping around the <br />43 <br />townhomes that would also be bermed to create an edge to transition to the first floor of the townhomes <br />44 <br />and changing topography, as well as providing a semi-public aesthetic to the townhomes, and the entire <br />45 <br />site covered with boulevard trees around the perimeter and trees on property lines and foundation <br />46 <br />shrubbery throughout the complex. Mr. Rhoades noted that each unit had outdoor private space and a <br />47 <br />walking court area between single-family homes that provide uniqueness to the area. Mr. Rhoades <br />48 <br />provided a diagram with housing types and their proposed locations on the site and their specific square <br />49 <br />footages depending on the type of unit; providing various styles and personalities for each type of <br />50 <br />housing. Mr. Rhoades advised that the intent was to provide a public front porch area, and private side <br />51 <br />yard area for single-family homes. <br />52 <br />53 <br />Regarding green aspects for the proposed homes, Mr. Rhoades advised that it was their intent to seek <br />54 <br />green certification as part of the overall construction process (e.g. Minnesota GreenStar or MN Green <br />55 <br />Path) based on the best fit for the finalized design. <br /> <br />
