HRA Meeting <br />Minutes – Tuesday, September 17, 2013 <br />Page 2 <br />1 <br />a.Purchase Agreement for 1840 Hamline Avenue <br />2 <br />Ms. Kelsey briefly reviewed the receipt of the two appraisals, and negotiations at the owner’s <br />3 <br />recommendation to split the difference between the two for a proposed purchase price of <br />4 <br />$98,000. Ms. Kelsey advised that, latest discussions with Ramsey County estimate the market <br />5 <br />value of the lot at $103,300 once the existing home is demolished. The staff report dated <br />6 <br />September 17, 2013, provided details on the proposals and property itself. <br />7 <br />8 <br />Motion: Member Lee moved, seconded by Member Majerus to authorize staff to enter <br />9 <br />into a Purchase Agreement on 1840 Hamline Avenue for $98,000 as detailed in the staff <br />10 <br />report dated September 17, 2013. <br />11 <br />12 <br />At the request of Chair Maschka, Ms. Kelsey advised that the owner of the vacant lot <br />13 <br />immediately south of the subject property was unknown to her at this time; and clarified that <br />14 <br />the subject lot was approximately 1/3 acre in size. <br />15 <br />16 <br />Ayes: 6 <br />17 <br />Nays: 0 <br />18 <br />Motion carried. <br />19 <br />20 <br />b.BR & E Update <br />21 <br />Ms. Kelsey briefly reviewed the status of the BR & E project. Ms. Kelsey advised that she <br />22 <br />continued to seek volunteers to serve on the Task Force to ensure two (2) per interview, noting <br />23 <br />that it was imperative that the business survey information collected was accurate when <br />24 <br />collected in order to consolidate the data accordingly. <br />25 <br />26 <br />Ms. Kelsey asked for recommended volunteers known to the HRA Board, and asked that <br />27 <br />names be forwarded to staff to follow-up. So far, Ms. Kelsey noted that she had commitments <br />28 <br />from the following to serve on the Task Force: both area Chambers of Commerce, <br />29 <br />representatives of the Roseville Visitors Association (RVA), Mayor Roe and Councilmembers <br />30 <br />Laliberte and McGehee, and possibly Councilmember Willmus (pending), Interim City <br />31 <br />Manager Trudgeon and herself. Ms. Kelsey advised that the Task Force would receive <br />32 <br />training on how to conduct the surveys for the best results. Ms. Kelsey noted that the survey <br />33 <br />used would be a compilation between the Minnesota Chamber of Commerce “Grow <br />34 <br />Minnesota” survey format since information would be shared between the HRA and <br />35 <br />Chambers; along with the extensive University of Minnesota survey. Ms. Kelsey advised that <br />36 <br />the information collected should get to the heart of what was occurring in the business <br />37 <br />community; and had been extensively tested for the accuracy of the information provided <br />38 <br />using that data. Ms. Kelsey opined that the more trained volunteers available on the Task <br />39 <br />Force, the less chance of burnout for those volunteers. Ms. Kelsey noted the need to meet with <br />40 <br />business owners at their convenience during the day rather than at the Task Force’s <br />41 <br />convenience. <br />42 <br />43 <br />Ms. Kelsey advised that solicitation for a Community Development Department Intern was <br />44 <br />currently underway dedicated to managing the BR & E process, as Mr. Trudgeon would not <br />45 <br />have sufficient time available to play the role he originally intended. <br />46 <br />47 <br />Ms. Kelsey advised that a grant had been applied for and received from EDAM in the amount <br />48 <br />of $1,000 dedicated to project management costs, mailings, and phone follow-up with <br />49 <br />businesses. <br />50 <br />51 <br />At the request of Member Masche, Ms. Kelsey advised that she would be interviewing Interns <br />52 <br />this week, and the sooner the better to begin collecting survey data. <br />53 <br />54 <br />10.
