Roseville Lot Sale Re lacement Program / p <br />Program Overview <br />Program Objectives <br />• To remove substandard, functionally obsolete housing on scattered sites throughout the City and <br />replace with new, higher - valued, sustainable housing. <br />• To eliminate the influence of blight of substandard housing, thus improving residential <br />neighborhoods. <br />• To facilitate the construction of larger (3+ bedrooms /2+ bathrooms /2 -car garage) owner - occupied <br />homes that complement the neighborhood and are designed to expand family opportunities or <br />serve elderly residents. <br />These objectives will be achieved by the RHRA purchasing and razing substandard homes and selling <br />the lot to a licensed builder or individual for the construction of a single - family, owner - occupied <br />home. *This document is meant to guide program administration and should not be interpreted as <br />constituting any contractual agreement or liability by the Roseville Housing and Redevelopment <br />Authority (RHRA). The RHRA may modify or divert from the guidelines when it deems appropriate. <br />Program Basics <br />• RHRA publishes a list of available vacant lots for purchase including sale price and development <br />criteria. <br />• A builder with an identified buyer, a buyer with an identified builder, or a builder without an <br />identified buyer proposes a plan consistent with development criteria /program requirements and <br />offers to purchase the lot. <br />• RHRA Board holds a public hearing to collect public comment then approves or rejects lot sale. <br />• When HRA approves a lot sale, the lot is sold to Potential Homeowner or Builder /Developer. <br />• Project must be 100% complete within one year after closing. <br />Builder Requirements <br />0 <br />Must be a licensed contractor. <br />Must demonstrate financial capabilities by providing: <br />a) A statement from a financial institution of sufficient construction capital to complete the project. <br />b) Proof of Builder's Comprehensive General Liability with Property Damage Protection and proof of <br />sufficient worker's compensation insurance coverage by the Builder. <br />c) Written warranty to be provided to the Buyer, which guarantees at minimum, warranted repairs <br />as required by Minnesota State Statute. <br />Must provide references from <br />a) 5 satisfied customers <br />b) Building inspectors from 2 cities where Builder has constructed new housing within the past 3 <br />yea rs <br />Provide an inventory of all homes currently under construction. <br />Page 1 <br />Roseville Housing Replacement Program Adopted May 21, 2013 <br />
