211, <br />541 <br />Mr. Grefenberg further addressed the neighborhood's safety concerns, interest in <br />542 <br />recreational opportunities, and access to schools; seeking a sidewalk from on <br />543 <br />County Road B to Cleveland Avenue that would provide a link, address safety, <br />544 <br />and add cohesion. Mr. Grefenberg referenced letters from neighborhood mothers <br />545 <br />and activists addressing their concerns for bicyclers and pedestrians due to the <br />546 <br />excessive speed along this stretch, even beyond the 40 mph posted speed. <br />547 <br />County Road B remained a Ramsey County roadway, and was not yet under the <br />548 <br />Mr. Grefenberg opined that this stretch should certainly rank higher than adding a <br />549 <br />sidewalk to the west side of Fairview Avenue. After discussing this concern <br />550 <br />directly with PWEC Commissioner Felice, Mr. Grefenberg noted her e -mail in <br />551 <br />which she reversed her position. Mr. Grefenberg further opined that the PWEC's <br />552 <br />ranking of these segments without input frym those neighborhoods directly <br />553 <br />impacts was a fatal flaw of this update. <br />554 <br />County Road B remained a Ramsey County roadway, and was not yet under the <br />555 <br />Chair Vanderwall, again respected the concerns expressed by Mr. Grefenberg; <br />556 <br />however, he explained that the PWETC didn't work the same way as other groups <br />557 <br />in reviewing projects. Chair Vanderwall noted that the original Pathway Master <br />558 <br />Plan was brought to the b y at the charge of the City Council for a liew and <br />559 <br />update of priorities for r commendation to the City Council, in addit to the <br />560 <br />other work of the body. Again, Chair Vanderwall explained the perspective of the <br />561 <br />PWETC; with the body hopefully able to compromise and bring a consensus from <br />562 <br />their individual viewpoints for a recommendation to the City Council. Chair <br />563 <br />Vanderwall agreed that the Parks & Recreation Renewal Project had been vetted <br />564 <br />in many ways through the process referenced by Mr. Grefenberg, of which he had <br />565 <br />also participated. <br />566 <br />574 <br />Chair Vanderwall clarified that the PWETC did not have a funding source. <br />575 <br />576 <br />Mr. Grefenberg opined that the Parks & Recreation Department was clearly not <br />577 <br />telling the PWETC what they had told residents on April 11. <br />578 <br />579 <br />With the permission of the C hair, Public Works Director Schwartz clarified that <br />580 <br />County Road B remained a Ramsey County roadway, and was not yet under the <br />581 <br />City of Roseville's jurisdiction. <br />582 <br />583 <br />In response to Mr. Grefenberg's comment that it was in transition, Mr. Schwartz <br />584 <br />clarified that Ramsey County and City staff are in discussions, but at this point, <br />Page 13 of 22 <br />
