812 Chair Vanderwall responded that the off -road option was included on the list of <br />813 rankings for County Road B; and the neighbors were welcome to obtain <br />814 permission from 100% of the property owners and offer to fund it, as per current <br />815 City policy. <br />816 <br />817 <br />Unidentified Female Speaker in Audience (off microphone) <br />818 <br />The speaker spoke of a new condominium development approximately three <br />819 <br />blocks from the area. <br />820 <br />821 <br />David Nelson, 2280 Highway 36 W Ak <br />822 <br />As a resident in this neighborhood since he was 4 years old, Mr. Nelson opined <br />823 <br />that this was not an expensive project to do, for installing a shoulder along the <br />824 <br />south side by Midland, simply by a slight grading and pavement. Mr. Nelson <br />825 <br />further opined that there was no need to do anything with drainage, stating that it <br />826 <br />already drained into a drainage pond at Fulham and Highw 36. <br />827 <br />are turned back, if they are in relatively poor condition (e.g. drainage, surface, <br />828 <br />Public Works Director Schwartz noted that not addressing dra' e was difficult <br />829 <br />in today's regulated environment, when mitigatio required. <br />830 <br />831 <br />Mr. Nelson opined that the neighborhood s concerned about the se ment <br />832 <br />between Fulham and Cleveland, as that is the largest concern due to speed. Mr. <br />833 <br />Nelson further opined that the biggest problem was transient residents in the <br />834 <br />apartment complex at the end of the road; and based on his observations, they <br />835 <br />were responsible for 90% of the speeding on that road. Mr. Nelson noted that he <br />836 <br />had recently seen a speed trailer in the area, but had no idea of the results of the <br />837 <br />study. <br />838 <br />845 <br />Chair Vanderwall noted that Ramsey County performed traffic counts, using the <br />846 <br />strips across the road; with Mr. Schwartz volunteering to look into that option <br />847 <br />with the County. <br />848 <br />849 <br />At the request o hair Vanderwall, Mr. Schwartz provided an update on the <br />850 <br />status of County Road B's jurisdiction. Mr. Schwartz advised that the roadway <br />851 <br />was still under Ramsey County's jurisdiction, but that the City was continuing <br />852 <br />conversations with them; and noted his receipt of a recent e -mail from them <br />853 <br />indicating that they were getting closer to a number of terms of it becoming a <br />854 <br />turnback road to the City of Roseville. As staff has stated all along, when roads <br />855 <br />are turned back, if they are in relatively poor condition (e.g. drainage, surface, <br />856 <br />etc.), the road should come with funding in place to allow the City to address <br />857 <br />those deficiencies.
