Mayor Roe opined that he didn't have enough information at <br /> this time to make a decision tonight. <br /> Mayor Roe spoke in support of a statistically valid, well-designed survey to pro- <br /> vide an unbiased view of the community on this issue; however, he was not in the <br /> position to say the City should continue permanently with an open system either. <br /> Mayor Roe stated that, at this time without additional information, he was not <br /> supportive of the motion; but it was not necessarily due to any preference on his <br /> part to pursue organized collection either. <br /> Councilmember Laliberte opined that it was her understanding that the City <br /> Council was charged to respond tonight negatively or positively to the recom- <br /> mendation of the PWETC; therefore she felt motivated to give them an answer <br /> and move on with other City priorities based on time and resources. Coun- <br /> cilmember Laliberte spoke in full support of developing a deeper survey question <br /> regarding this issue. <br /> Councilmember McGehee opined that the City Council had been asked to study <br /> and collect information; and the process proposed in the legislation allowed them <br /> to do that; while at the same time it could complete a well-crafted survey without <br /> wasting any time or effort in tandem with this process. <br /> Councilmember Willmus questioned if the City Council would be willing to put <br /> the survey first before taking any action on this issue. <br /> Mayor Roe noted that this would be a possibility; and offered his support of such <br /> an action. <br /> Therefore, Councilmember Willmus withdrew his second to the Laliberte motion; <br /> and Mayor Roe declared the motion failed for lack of a second. <br /> Willmus moved, Roe seconded, authorizing staff to move forward with a citi- <br /> zen survey regarding community preference for organized trash collection or <br /> continuing the open market system currently in place; and having those sur- <br /> vey results in place prior to proceeding in any direction with this issue. <br /> Councilmember Etten suggested that the U of MN-Mankato study referenced by <br /> Mr. Campbell and any other staff and/or community research or information ob- <br /> tained globally be provided in addition to the survey and become part of the City <br /> Council's decision-making process. <br /> Mayor Roe opined that this would not require an amendment to the motion; but <br /> could serve as a direction to staff; with concurrence by the body on that directive <br /> to staff. <br />
