Department Approval <br />qlxse�fh� <br />REQUEST FOR COUNCIL ACTION <br />Date: 12/09/13 <br />Item No.: 7.k <br />City Manager Approval <br />Item Description: Consider Approving IT Shared Service Agreement with the City of Blaine <br />BACKGROUND <br />Minnesota State Statute 471.59 authorizes political subdivisions of the State to enter into joint powers <br />agreements (JPA) or shared services agreements for the joint exercise of powers that are common to each. <br />4 Over the past several months, the City of Blaine and the City of Roseville have held on -going discussions in <br />5 regards to the sharing of the City's Internet connection. Our current Internet connection has excess capacity <br />s and by partnering with the City of Blaine we have the opportunity to capture a revenue source to offset our <br />7 own costs. <br />s <br />9 In recent weeks, the discussion with the City of Blaine has evolved to consider the possibility of expanding <br />U the partnership beyond the sharing of an internet connection at some point in the future. While this is not <br />being contemplated at this time, City Staff believe it is appropriate to structure a services agreement that <br />would accommodate this opportunity. As a result, the Council is asked to consider authorizing an <br />agreement that is more broad -based and open -ended than most of our existing JPA's. This comes with the <br />14 understanding that the Council would be authorizing any subsequent expansion of the partnership that <br />5 would require additional local funds. <br />16 <br />17 Future considerations may include the use of Blaine IT Staff to perform assigned duties within the Metro I- <br />18 Net consortium of government agencies. This could alleviate the need for the City to hire additional IT <br />19 Staff to serve this role. Again, at this time the partnership with Blaine is limited to the sharing of our <br />20 internet connection. <br />21 <br />22 The City of Roseville currently employs twelve full -time employees and one part -time employee to <br />23 administer the information systems for the City of Roseville and 31 other municipal and governmental <br />24 agencies. <br />25 <br />26 The attached Shared Service Agreement has been conceptually approved by the City of Blaine and is <br />27 awaiting approval from the Roseville City Council. The City of Blaine expects to approve this agreement <br />28 later this month. <br />29 POLICY OBJECTIVE <br />30 Joint cooperative ventures are consistent with past practices as well as the goals and strategies outlined in <br />31 the Imagine Roseville 2025 process. <br />Page 1 of 2 <br />
