Park Dedication Determination: The applicant has rude the Parks and Recreation <br />Department aware of this Preliminary Plat Application (see attached correspondence). At the <br />time of this application submittal, documentation from Parks and Recreation Department <br />regarding park dedication has not been finalized. <br />b. Written n Narrative <br />Meritex Enterprises, Inc. (flea Space Center Enterprises, Ire .) has been a significant owner of <br />office and industrial space in Roseville, Minnesota since the early 1960'x. At one time Meritex <br />owned over 80 acres of commercial real estate in various locations throughout Roseville. Since <br />that time, many of the sites have been sold and redeveloped. Most recently, Meritex has sold <br />land parcels to Federal Express, CertiFit, Air as and Trammel Crow who have all constructed <br />attractive industrial buildings on their respective sites which have in turn generated quality jobs <br />and additional property tax revenue. <br />Meritex now wishes to develop a 138,087 SF.. multi - tenant, rail - served warehouse building on <br />its remaining 8.29 acre site. The attached Schematic Development Plan SD) shows the <br />proposed building and its orientation to are existing rail spur owned and operated by Minnesota <br />Commercial Railway. Concurrent with this Preliminary Plat Application, Meritex is submitting a <br />Variance Application which would permit dock doors to face walnut Street (deemed to be the <br />property frontage). The proposed development would comply with all other applicable code <br />requirements. <br />The SCD also depicts an on-site storm water management pond. The size of the pond was <br />determined by Pope Architects and is approximately tern percent of the total site area a "rule- <br />of-thumb," commonly applied during the early stages of design). <br />The site's current legal description is Outlot A- Highcrest Park 2nd Addition.
