Regular City Council Meeting <br /> Monday,November 25, 2013 <br /> Page 19 <br /> they qualified for one, they qualified for other discounts as well, without the City <br /> of Roseville required to verify that eligibility. <br /> Councilmember Willmus cautioned that there could be a fairly high household in- <br /> come and high property value situation; and questioned if that is the desired target <br /> to use. <br /> Mayor Roe clarified that this was just one example of a program that could pro- <br /> vide an opportunity o use qualifications without verifying all the data again. <br /> If embarking on that scenario, Councilmember McGehee requested that another <br /> part of the process include a determination on the overall fairness and distribution <br /> if the City bonded for infrastructure repairs in this area similar to parks and other <br /> projects. Councilmember McGehee requested some data and study about that <br /> possibility; opining that the base fee was currently so high, especially for those on <br /> a fixed income, with it costing $200 per year just to hook up; with usage fees not <br /> bad in comparison for those on a fixed income. <br /> Mayor Roe opined that, while this may prove interesting information; it was get- <br /> ting further afield of the utility discount program under discussion; and represent- <br /> ed a different type of cost shifting. While supporting further discussion at a future <br /> date, Mayor Roe suggested refocusing tonight's discussion on the Utility Dis- <br /> count Program and if there was Council support for any change in the program to <br /> direct staff accordingly. <br /> Mayor Roe suggested that a larger policy discussion on utility rates could be held <br /> in the future, if the Council chose to do so, and could include Councilmember <br /> McGehee's request in the broader scope of that discussion. <br /> McGehee moved, Willmus seconded, directing staff to provide proposals and ma- <br /> terials regarding ways to revamp the current Senior Utility Discount Program into <br /> a needs-based program; and analyze ramifications in doing so. <br /> At the request of Councilmember Laliberte, Mayor Roe clarified that this motion <br /> was specific only to the Senior Discount Program, not the water rate tier system. <br /> Mayor Roe opined that the key part in any transition would be the education com- <br /> ponent, and the need to be very clear with the public that the discount program <br /> was not going away January 1, 2014, and to be careful and clear about the process <br /> and opportunity for public input into that process. With that caveat, Mayor Roe <br /> spoke in support of the motion. <br /> Roll Call <br /> Ayes: Willmus; Etten; McGehee; Laliberte; and Roe. <br /> Nays: None. <br />
