City of Roseville — 2013 Budget
A similar comparison can be made using the Implicit Price Deflator IPD for state and local
governments. The IPD measures the amounts paid for service inputs specific to governmental
operations which oftentimes includes supplies, materials, or other costs that are unique and therefore less
comparable to a household's Purchase. A 5 -year cumulative summary of the tax levy increases as
compared to the IPD is shown below.
50%
40%
30%
20%
10%
%
Cumulative % Change in Tax Levy & IPI
2408 2049 2410 2411 2012 1
Tax Levy IPD
Over the past 5 years, the increase in the tax levy has outpaced the inflation rate. This is largely the
result of higher -than inflation personnel costs and other service inputs such as fuel and energy - related
costs. In addition, the City has had to increase its levy to offset reductions in state -aid, interest earnings,
and other non -tax revenues. Added capital replacements have also played a factor in the past couple of
years.
Another benchmark that is oftentimes used is a comparison of local property taxes among comparable
Mies. Although the comparison somewhat masks local needs and preferences, it nonetheless provides
general picture of each City's tax burden.
2012 Local Property Taxes
Brooklyn Center
19197
Richfield
151311
Sava a
951
Inver 'xrove Hei is
Maplewood
820
Andover
786
Cottage gave
768
Fridley
737
.Oakdale
73
Shakopee
682
Roseville
622
Shoreview
618
* For cities within the Twin Cities Metropolitan Area, serving a population between 25,440 - 45,444; and for a hone valued at
$186,400
12
