General Fund Budgetary Highlights
<br />The General Fund balance increased by $2,062,146 in 2010, largely due to a one -time
<br />receipt of surplus monies from decertified TIF districts. Budgeted expenditures in the
<br />General Fund were slightly below expected levels excluding grant - related items.
<br />Capital Asset and Debt Administration
<br />Capital assets. The City of Roseville's investment in capital assets for its governmental
<br />and business type activities as of December 31, 2010, amounts to $143,184,321 (net of
<br />accumulated depreciation). This investment in capital assets includes land, buildings,
<br />infrastructure, machinery and equipment.
<br />Major capital asset events during the current fiscal year included the following:
<br />• Completion of approximately $3.4 million in right -of -way acquisition and street
<br />improvements, and $1.6 million in a new Arena refrigeration system
<br />• Approximately $0.5 million in improvements to the City's utility systems
<br />• Added approximately $7.7 million in easements as a result of implementing
<br />GASB Statement #51
