<br />EXTRACT OF MINUTES OF MEETING <br />OF THE <br />CITY COUNCIL OF THE CITY OF ROSEVILLE <br /> <br />* * * * * * * * * * * * * * * * * <br /> <br />Pursuant to due call and notice thereof, a regular meeting of the City Council of the <br />City of Roseville, County of Ramsey, Minnesota was duly held on the 23rd day of <br />October, 2000, at 6:30 p.m. and continued on the 30th day of October, 2000. <br /> <br />The following members were present: Goedeke, Wiski, Mastel and Kysylyczyn and the <br />following was absent: Maschka. ' <br /> <br />Member Goedeke introduced the following resolution and moved its adoption: <br /> <br />RESOLUTION 9832 <br />Communication Policy Between City Council and Staff <br /> <br />WHEREAS, with an Acting City Manager, the need for more formal communications <br />is necessary to promote trust and understanding between all parties; and <br /> <br />WHEREAS, a common understanding of appropriate methods of providing and <br />receiving communication is essential; and <br /> <br />WHEREAS, the State Statutes for the Optional Plan B form of government outline a <br />strict differentiation of responsibilities. <br /> <br />NOW, THEREFORE, BE IT RESOLVED, that the Roseville City Council hereby <br />establishes a formal communications policy directing that the City <br />Council and its members shall deal with and control the administrative <br />service solely through the Acting City Manger; <br />BE IT FURTHER RESOLVED, that City employees should refer any requests for <br />service or any other communications from City Council members, <br />related to their duties at the City, to the Acting City Manager; and <br />BE IT FURTHER RESOLVED, that any employee who wishes to have a service <br />related issue affecting the City organization brought to the attention of <br />the City Council, that employee shall involve their supervisor, <br />department head and the Acting City Manager in the matter prior to any <br />discussion with the City Council or any of its members. <br /> <br />The motion for the adoption of the foregoing resolution was duly seconded by Member <br />Mastel and upon a vote being taken thereon, the following voted in favor thereof: <br />Goedeke, Wiski, Mastel and Kysylyczyn and, and the following voted against the same: <br />none. <br /> <br />WHEREUPON said resolution was declared duly passed and adopted. <br />
