U�b S <br />H+--Jf 7F <br />REQUEST FOR COUNCIL ACTION <br />Department Approval <br />Date: 1/13/14 <br />Item No.: 7.e <br />City Manager Approval <br />Item Description: Adopt a Resolution to Accept the Work Completed and Authorize Final <br />Payment on the Fairview Pathway Project (aka Northeast Suburban <br />Campus Connector Bike/ Pedestrian Project)- Phase 1. <br />BACKGROUND <br />On August 22, 2011 the City Council awarded the Fairview Pathway Project (aka Northeast <br />Suburban Campus Connector Bike/ Pedestrian Project)- Phase 1 to T. A. Schifsky & Sons, Inc., <br />of North St. Paul, Minnesota. Work completed under the contract totaled $760,456.68. T. A. <br />Schifsky & Sons, Inc. successfully completed the majority of the work in November 2012. <br />The Fairview Pathway Project- Phase 1 included the following work: <br />Location <br />Limits <br />Improvement Description <br />Fairview Ave <br />County Rd B to <br />Construct an off- street pathway (8 feet wide) on <br />Larpenteur Ave <br />the east side of Fairview- upgrade signal system at <br />both County Road B and Larpenteur. <br />Fairview Ave <br />County Rd B to <br />Stripe on- street bike lanes. <br />Larpenteur <br />Larpenteur <br />Fairview Ave to <br />Stripe on- street bike lanes- upgrade signal system <br />Ave <br />Cleveland Ave <br />at both Cleveland and Gortner. <br />Gortner Ave <br />Larpenteur Ave to <br />Construct a 6 ft wide sidewalk on the east side. <br />Folwell Ave <br />Gortner Ave <br />Larpenteur Ave to <br />Stripe on- street bike lanes. The University of <br />Transitway <br />Minnesota is also proposing to mill and overlay this <br />street. That will be a local cost. <br />s Phase 1 of this project also included some locally funded work. In Roseville, the Information <br />9 Technology Department has been working with the School District on connecting Brimhall <br />lo Elementary School and the Fairview Community Center with fiber conduit. Since this was to be <br />11 routed in the Fairview pathway corridor, we included this work with this project bid. <br />12 At the University of Minnesota Campus, they requested that we perform a bituminous Reclaim <br />13 and Overlay on Gortner Avenue to be completed in conjunction with this project. <br />14 POLICY OBJECTIVE <br />City policy requires that the following items be completed to finalize a construction contract: <br />I P • Certification from the City Engineer verifying that all of the work has been completed in <br />Page 1 of 2 <br />
