Regular City Council Meeting <br /> Monday, December 9, 2013 <br /> Page 15 <br /> the program, he also preferred its use to be judicious rather than using it simply <br /> because it was there. <br /> At the request of Mayor Roe on how to proceed; Councilmembers McGehee and <br /> Etten spoke in support of the proposed draft program (Attachment B), with revi- <br /> sions as duly noted by each of them. <br /> Councilmember Laliberte expressed her preference to leave a decision open- <br /> ended until the budget discussion later tonight; with Councilmember Willmus also <br /> expressing his preference to discuss this as part of the overall budget. <br /> Mayor Roe spoke in support of the direction proposed in Attachment B; noting <br /> the need to determine how to pay for the program. <br /> Mr. Trudgeon respectfully requested that the City Council make a determination <br /> one way or the other at tonight's meeting, and if the program is to continue, that <br /> the City Council look at officially adopting a policy. At the request of Mayor <br /> Roe, Mr. Trudgeon confirmed that the policy is part of the City Employee Policy <br /> Manual, and unless there is a consensus of Councilmembers objecting to do so, <br /> that the merit award system be retained. <br /> Mayor Roe noted that, if there was no funding included for the merit award pro- <br /> gram in the upcoming budget discussions, it would be obvious that there would <br /> then be no merit award system. <br /> Recess <br /> Mayor Roe recessed the meeting at approximately 8:00 p.m. and reconvened at approximately <br /> 8:06 p.m. <br /> 9. Adopt Final 2014 Budget and Tax Levy <br /> 2014 Final Tax Levy <br /> Interim City Manager Trudgeon introduced tonight's budget discussion and de- <br /> tailed information based on the Public Hearing testimony received at the Decem- <br /> ber 2, 2013 meeting, and further refinement provided and detailed in the RCA <br /> dated December 9, 2013. Mr. Trudgeon briefly reviewed the requested and statu- <br /> tory actions required in adopting three (3) resolutions for the General Fund levy <br /> and budget, debt service; as well as the HRA-specific levy as presented. <br />
