Regular City Council Meeting <br /> Monday,December 9, 2013 <br /> Page 22 <br /> At the request of Interim City Manager Trudgeon, Mayor Roe clarified that this <br /> was based on filling of the position not actually funded until the 2'1 quarter of <br /> 2014,but still intended as a full-time, not a 3/4 time position. <br /> Discussion ensued among Councilmembers and staff regarding the actually fund- <br /> ing of the Volunteer Coordinator position as outlined in the options provided by <br /> staff; and assumptions that the position would not be filled immediately in 2014; <br /> with staff clarifying that the $81,000 projected cost for the position would be the <br /> full cost in future years and carry forward from 2014. <br /> Clarification by the makers to Amendment#1 <br /> Roe moved, Willmus seconded, clarification of Amendment#1 that proportional <br /> amounts to fund the Volunteer Coordinator position in 2014 would come out of <br /> reserves and the levy based on the total dollar amount needed. <br /> Friendly Amendment to Amendment#1 <br /> Councilmember Etten suggested a friendly amendment to Amendment #1, based <br /> on this clarification, reduce the funding for the Volunteer Coordinator position to <br /> 3/4 or the recommended total, with all of the funding from reserves eliminated, and <br /> the balance of the reduction coming from the levy supported portion of the posi- <br /> tion cost. The maker of the motion (Roe) accepted a friendly amendment, not <br /> accepted by the seconder (Willmus. <br /> Amendment to Amendment#1 <br /> Etten moved, McGehee seconded, an amendment to the motion to fund 3% of the <br /> position in 2014 to reduce the funding for the Volunteer Coordinator position to <br /> 3% of the recommended total, with all of the funding from reserves eliminated, <br /> and the balance of the reduction coming from the levy supported portion of the <br /> position cost. <br /> Councilmember Willmus spoke in opposition to the motion, opining that it was <br /> going the wrong direction; and he preferred more use of reserves. <br /> Roll Call (Amendment to Amendment#1) <br /> Ayes: Etten; McGehee; and Roe. <br /> Nays: Willmus and Laliberte. <br /> Motion carried. <br /> Roll Call (Original Motion to Amend) <br /> Ayes: Willmus and Roe. <br /> Nays: Laliberte and Etten. <br /> Abstentions: McGehee. <br /> Motion failed due to the lack of a majority. <br />
