If there re- <br /> mained any ambiguities, Mayor Roe opined that they needed better refinement, <br /> with the Regional Business designation serving as a good example. Mayor Roe <br /> spoke in support of building on what was there versus scrapping it; and as an ex- <br /> ample, opined that there was always going to be the possibility of a grocery store <br /> use, and whether big or small would determine whether it could be built in a par- <br /> ticular district. <br /> Councilmember Laliberte sought to clarify staff's request for a broader definition <br /> and zoning documents that would providing more detail. <br /> Mr. Paschke concurred with Councilmember Laliberte's perception of the request; <br /> noting that the Comprehensive Plan provided the broad definition and the Zoning <br /> Ordinance provided the detail. Mr. Paschke advised that this was what staff was <br /> advocating; with options to create two separate designations, or leave them as <br /> they are, depending on how the City Council directed staff. Mr. Paschke noted <br /> that most communities have "business" as their land use designation, then create <br /> their zoning districts around that designation. <br /> At the request of Councilmember Laliberte, Mr. Paschke opined that these catego- <br /> ries are unique to the City of Roseville, in having commercial districts set up in <br /> four(4) distinct districts in the Comprehensive Plan designation. <br /> Mayor Roe opined that it may be a worthwhile exercise to identify those ambigui- <br /> ties and address them for each definition: CB, RB and NB, noting the difficulty in <br /> going through them without a Comprehensive Plan reference at hand. <br /> As a next step, Mayor Roe suggested a look at each proposed area needing chang- <br /> ing from staff's perspective, to receive City Council input. <br /> Councilmember Etten further suggested, if there was a more common way that <br /> other cities accomplished this, to look at that common methodology, and where <br /> the City of Roseville was found to be outside those parameters, to consider a less <br /> wordy way to address the goal. Councilmember Etten admitted that this had been <br /> a real struggle to work through and only left him with more questions. Coun- <br /> cilmember Etten stated that he would like some concrete examples from other <br /> communities. <br /> Councilmember Willmus also noted the need for feedback from commercial <br /> property owners on this path. <br /> Mr. Trudgeon advised that notice had not been given citywide, but those in the <br /> Twin Lakes Redevelopment Area, who were currently on the e-mail notification <br /> list, had been and would continue to be alerted; and seeking their feedback about <br /> this direction would be part of the next step. <br />
