Date: April 8, 2002
Ijem Number: V. B.

Department Approval

Item Description:

Mana ~

Agenda Section
Reports and Recommendations

Approve New Precinct Lines

Backl!round:

The Minnesota Legislature did not reach an agreement on redrawing legislative districts by the deadline; therefore, the
Office of the Appellate Court adopted Congressional and Legislative Districts. Under the new plan the City of
Roseville remains entirely in the 4th Congressional District. The City remains in Legislative District 54, but the line
between District 54A and 54B moved north and east.

In redrawing the lines, City staff worked with the following assumptions:

· Ten precincts with approximately 2,700 residents who are 18 years and older.

· Closely adhered to existing precinct lines, where possible.

· Followed mandated divisions (census block, along recognizable physical features, highways, rivers,
railroads).

· Lines correspond with school district, legislative and congressional districts.

Precincts 7, 8 and 9 remained virtually the same. Precincts 2 and 6 were slightly altered. Precinct 5 was
expanded to include all of precinct 10. This precinct line is set by the Mounds View School District boundary
line. This is the largest precinct, almost 500 higher than our targeted goal. However, dividing it into two
precincts did not seem practical. Precinct 1 and 3 boundaries are set by the Legislative District 54B. The two
precincts are smaller than the targeted goal, but putting them together would have created too large of a precinct
which would likely have led to long lines, parking problems and high turnover of election judges. Precincts 4
and 10 were changed to accommodate all changes made to other precincts.

Council Action Reauested:

Motion adopting the newly drawn precinct lines.

Attachment: Precinct Map
