REQUEST FOR HRA ACTION <br />Date: 1-21-14 <br />Item No: 6.a. <br />Staff Approval: Agenda Section: <br /> PT Consent <br />Item Description: Approval of annual contract renewals with the City of Roseville for <br />fiscal support, and support staff services for 2014 <br />Background <br />The HRA requires annual review and renewal of the contract between the HRA and City of <br />Roseville for the use of City services for fiscal agent and administrative support staff. <br />City Fiscal and Staff Services Contract: <br />The contract for the use of Roseville’s Finance Department to act as the HRA Fiscal Agent is 5% <br />of the total HRA administrative budget. For 2014, the HRA administrative budget is $200,362 <br />which includes the staff costs, fees, memberships and subscriptions and training. The fiscal fee <br />based upon the contract would be $9,662.00 for 2014, which will be a prorated quarterly transfer <br />from the HRA Fund to the City’s General Fund. The contract dates and amounts have been <br />revised; however, all other items remain the same as 2013. <br />The costs for administrative support services include charges related to assistance with the <br />planning and operation of the Living Smarter Home and Garden Fair. Administrative support <br />will be increased this year to 20 hours weekly or 1,040 hours annually due to the expanded <br />workload planned to be undertaken by the HRA. The annual contract amount for this service is <br />estimated to be a maximum of $31,700 (salary and benefits) and will be a prorated quarterly <br />transfer from the HRA Fund to the City Community Development Fund. <br />In addition to normal administrative services, the RHRA also has a Housing Program Manager <br />who is the Acting Executive Director. Similar to the other support staff, the RHRA must enter <br />into an agreement with the City to authorize transfer of RHRA funds to the City of Roseville <br />Community Development Fund to pay for that position’s services. The costs for services <br />provided by the Housing Program Manager is estimated to not exceed $105,800 (salary and <br />benefits) and will be a prorated quarterly transfer from the HRA Fund to the City Community <br />Development Fund. <br />Suggested HRA Action <br />2.0 <br />By motion, <br />1.approve the service contract with the City of Roseville for providing financial <br />and accounting services in the amount of $9,662.00 prorated quarterly for 2014. <br />By motion <br />2., approve service contract with the City of Roseville for administrative staff <br />support services for $31,700.00 prorated quarterly for 2014. <br />RHRA Services Contracts (01-21-14) - Page 1 of 2 <br /> <br />
