REQUEST FOR HRA ACTION <br />Date: 1-21-14 <br />Item No: 9.c. <br />Staff Approval: Agenda Section: <br /> Action Item <br />Item Description: Review HRA and EDA Powers <br />Background <br />The RHRA in April of 2012 had Steve Bubal from Kennedy and Graven discuss the powers of <br />HRAs, EDAs, and Port Authorities. The RHRA had questions for Mr. Bubal regarding the powers <br />of HRAs and EDAs, however, no discussion occurred with regard to the question of whether an <br />HRA and EDA could operate as one board. <br />Information is enclosed from the League of Minnesota Cities that explains that HRAs and EDAs can <br />operate as one board. The options are to either (a) consolidate the EDA and HRA into one board or <br />(b) grant the EDA HRA powers. If an EDA is established, the law requires that 2 of the board <br />members must be City Council members.
